6 AIBP- MINOR IRRIGATION Central assistance (90%) for surface minor irrigation (MI) schemes available for Special Category States, undivided KBK Districts of Orissa and drought prone / tribal areas in Non-Special Category States. Scheme size – Minimum 20 ha or group of schemes within a radius of 5 Km. having more than 50 ha of irrigation potential in Special Category States, undivided KBK Districts of Orissa and more than 50 ha in Non-Special Category States.

7 AIBP- STATUS MI SCHEMES Schemes approved : 9897 Schemes completed : 6541 Ongoing Schemes : 3356 Balance irrigation potential to : 713.7 Th Ha be created out of ongoing schemes States are requested to complete on going projects and propose new projects.

8 Repair, Renovation and Restoration (RRR) of Water Bodies for Irrigation and Water Conservation Two Schemes: (i) External Assistance 25% central assistance and rest available as loan from World Bank. Projects in the states of Andhra Pradesh, Karnataka, Orissa and Tamil Nadu are under execution. (ii)Domestic Support 90% central assistance for projects in special category states, undivided KBK districts of Orissa and for drought prone/naxal affected/tribal areas. 25% central assistance for the remaining areas.

9 States of Andhra Pradesh, Bihar, Chhattisgarh, Gujarat, Himachal Pradesh, J&K, Kerala, Madhya Pradesh, Orissa, Rajasthan, Tripura and Uttar Pradesh have submitted expression of interest indicating projects for Rs. 3050 crore involving central share of Rs. 877.93 crore. States are requested to expeditiously prepare DPRs and submit proposals for central assistance to MoWR. RRR of Water Bodies Contd..

10 Recharge of ground water through 44.5 lakh dugwells being implemented in the Hard rock areas covering 1180 Overexploited /critical/ semi-critical blocks of 146 districts in 7 states namely, Andhra Pradesh, Karnataka, Madhya Pradesh, Maharashtra, Rajasthan, Gujarat and Tamil Nadu. 100% grant (average Rs. 4000) for dug wells belonging to small and marginal farmers and 50% grant for dug wells belonging to other farmers. Structures to be constructed by beneficiaries themselves with technical assistance from CGWB and state agencies. Artificial Recharge of Groundwater through Dug wells 10

11 Funds to be released directly to Bank accounts of beneficiary farmers through commercial banks/ RRBs / post offices by NABARD. The works under NREGP may supplement resources for construction of recharge structures wherever subsidy under the scheme is insufficient. States are requested to expedite identification of dugwells and submission of proposal for release of subsidy by NABARD.

12 Objectives & Salient Features –Develop and operationalize area specific methods /techniques for ground water recharge. –A provision of Rs. 100 Crore made for demonstrative recharge projects in the XI plan. –Recharge structures and methods such as Percolation Tanks, Check dams, Recharge shafts with wells, Watershed treatment, Roof Top Rainwater Harvesting, Sub surface dykes, Spring/snow harvesting. 13 Status of Progress Projects in the states of Tamil Nadu, Punjab, Arunachal Pradesh, Kerala and West Bengal are under implementation. 4 proposals received from Tamil Nadu(2), Andhra Pradesh(1) and Sikkim(1) are under examination. States may expedite the submission of DPRs. States may also consider replication of demonstrative recharge schemes under NREGP. 13

14 CONVERGENCE WITH NREGA More than 50% of NREGP works are in the water sector. Ministry of Water Resources and Ministry of Rural Development have issued joint guidelines to ensure convergence of NREGP with water sector development in relation to Restoration of Water Bodies, Recharge of Ground Water etc. States may take steps for effective convergence of NREGA works with water sector development schemes.

15 Proposed Scheme for construction of Tubewells /Borewells/ Dugwells Objectives: To assist farmers in arranging irrigation for protecting standing kharif crop and early Rabi crop in scanty and deficient rainfall areas where groundwater is not over- exploited. To facilitate Drinking water supply and food security in the long run. Contd… 15

16 Contd....... Contd....... Subsidy @ 25% to farmers in Scanty / Deficient rainfall areas where groundwater is not over-exploited or critical. States may provide additional subsidy. Farmers can bring in rest of the investment from own resources or by way of loan from banks or state government agencies. State governments may borrow under RIDF from NABARD for giving loan or subsidy or both to farmers. 16

18 WATER USE EFFICIENCY In view of decreasing per capita availability of water, steps may be taken to further promote water use efficiency in agriculture, using irrigation techniques such as drip irrigation, sprinkler, fertigation etc.
