6 DATA Act REFRESHER In May 2014, Public Law Digital Accountability and Transparency Act of 2014 (DATA Act) was signed into law with the purpose to establish government-wide financial data standards and increase the availability, accuracy, and usefulness of Federal spending information. Establish Government- wide Data Standards Simplify Reporting Improve Quality of Data Opportunities Improvements in the federal financial reporting process Better quality data System efficiencies Enhanced oversight and management decision-making Increased transparency into the federal financial process Requirements Subsequent to the passing of the DATA Act, HHS was designated by OMB as the executing agent of the Section 5 Pilot. In this role, HHS is tasked with establishing and reporting the results of a pilot program relating to federal grant recipient reporting.

8 DATA ACT – SECTION 5 PILOT The Department of Health and Human Services (HHS) DATA Act Program Office (DAP) serves as the executing agent for the Section 5 Pilot requirement for Federal grants. The goal of the Section 5 Pilot is to facilitate the development of recommendations for— “(A) standardized reporting elements across the Federal Government (§5(b)(1)(A)); “(B) the elimination of unnecessary duplication in financial reporting (§5(b)(1)(B)); and “(C) the reduction of compliance costs for recipients of Federal awards (§5(b)(1)(C)).” Section 5 Grants Pilot Framework Section 5 Pilot Goals Standardize reporting elements Eliminate unnecessary duplication Reduce compliance costs for Federal award recipients HHS DAP created the Section 5 Grants Pilot Framework, which takes a holistic approach to meeting the Section 5 Pilot Goals by: Collecting feedback through the National Dialogue Analyzing data standards Testing initiatives like C-DERL, Single Audit, Consolidated FFR, GIG, and other initiatives as appropriate. Each component of the Framework interacts with and informs the others.

10 NATIONAL DIALOGUE The National Dialogue is a web-based communication platform that provides the opportunity for a diverse collection of grant recipients and contractors to engage in discussions on compliance costs and ideas for reducing reporting burden. It is the primary mechanism for collecting data/feedback on the Section 5 Grants Pilot. The National Dialogue was launched May Stakeholder feedback and participation will be critical to the success of this testing initiative. 11 GRANTS INFORMATION GATEWAY (GIG) GIG provides information for grant recipients to access federal grant lifecycle information via the “Learn Grants” tab. The data gathered from this testing initiative will be both qualitative and quantitative. Fosters greater public transparency and community engagement Reduces stakeholder burden associated with trying to learn, find, and apply for federal grants Provides a comprehensive point of reference to access Federal grants lifecycle information In July 2015, GIG received 55,533 visits. Over 54% of responding users continue to rate the tool 8 out of 10 or higher in its ability to answer their questions. Legislation Alignment: GIG engages a diverse set of stakeholders and provides more comprehensive training earlier in the grants lifecycle process to help enhance recipient compliance during post-award activities. 12 COMMON DATA ELEMENT REPOSITORY LIBRARY (C-DERL) The Common Data Element Repository Library (C-DERL) is a Federal-wide online, searchable repository for data standards, definitions, and context. C-DERL provides a forum to engage federal and public stakeholders in further defining Federal financial and business terms/definitions inclusive of agreed-upon standardized data elements. Through C-DERL we can facilitate: Assisting the Federal government in creating information collection instruments Consistency of Federal Financial business terms and definitions Improved financial transparency Access to agreed upon data standards C-DERL Access C-DERL: Legislation Alignment: C-DERL addresses implementation of standardized reporting elements and can be leveraged to reduce unnecessary duplication in reporting, which reduces grantee burden. Currently, C-DERL can identify data elements within the universe of grant forms.

Doing so will help to standardize government reporting, reduce reporting burden, and improve quality of data.
