2 A coordinated Response to the Tanzania Private Sector Assessment MOHSW through the PPP TWG commissioned a Private Health Sector Assessment (PSA) in 2012 Main recommendation of the PSA was to elevate the public-private dialogue for health in Tanzania PPP TWG coordinated several activities over nine- months towards establishing a broad and inclusive Public-Private policy dialogue health forum First meeting of the Public-Private Health Forum (PPHF) Executive Board held September 2013 PPHF was officially launched April 2014 by Hon. Minister of Health & Social Welfare

3 Vision Public and private health stakeholders working together as a team to ensure access to affordable, quality and sustainable healthcare for all Tanzanians Mission A public-private initiative bringing together all stakeholders in health to promote understanding of the private sector role, leverage private contribution in the health system and build partnerships in health. 3

4 Forum: The Forum is an inclusive, participatory mechanism in which a diverse range of stakeholder groups – both in the public and private sectors – with a vested interest in the Tanzanian health sector come together each year to share experiences, identify issues and jointly propose solutions to improve health for all Tanzanians. Purpose The Public-Private Health Forum in Tanzania is committed to strengthening health delivery through full participation of private-for-profit and private-not-for-profit organizations to attain Tanzania’s health goals. 4

5 Objectives The objectives of Public-Private Health Forum in Tanzania is to: Promote open and regular communications to build trust and ensure mutual accountability Advance a common agenda of health PPPs as a strategy to harness private sector resources to achieve national health goals Create a roadmap of priority issues critical to Forum members and promote these issues on government’s agenda Facilitate organization of the private health sector to strengthen interactions and partnerships with the public sector Establish linkages to and participate in policy forums to integrate the diverse perspectives in the health sector Facilitate exchange of information to promote better coordination between public and private stakeholders 5

8 Board Roles and Responsibilities Roles:  Set technical agenda  Work, through task forces, to address agenda items  Monitor and analyze emerging policies impact on health sector  Engage and dialogue directly with key government agencies  Represent the health sector in public and private forums  Resource Mobilisation Activities:  Quarterly meetings  Annual forum event  Policy forums, advocacy and networking activities  Task force  Participate in key gov’t and private sector forums representing health 8

12 Major Challenge is getting the PPHF Resource Centre Operational What we have: Offer of office accommodation from APHFTA Some finances for logistical support from GIZ Offer of financial contributions from private members to support office costs What we need:  Support to engage a full-time Administrator  Resources to finance the planned activities  Short/long term technical assistance

13 Parting Thoughts The Tanzanian private health sector …..  Is diverse and is involved in all elements of the health system  Owns and operates an important number of health infrastructure and employs an important number of healthcare professionals throughout mainland Tanzania  Present challenges (concentrated in urban areas, variable quality, inadequate self-regulation, etc.)  Remains an untapped yet important resource The time is right to strengthen engagement with the private sector through Public Private Partnerships
