2 212/07/2010 Purpose of Conference Call Introduce the availability of two ARRA grants: EE-IFSP and Climb to the Top Introduce the expectations of the proposed activities Outline the required elements for development of a proposal

3 312/07/2010 Logistics This Technical Assistance workshop is covering two Requests for Proposals (RFPs) - one for Electronic Enhancement to Individualized Family Service Plans (EE-IFSP) and one focused on improving family outcomes titled Climb to the Top

4 412/07/2010 Board Approved Criteria for Competitive Early On Grants Criteria was approved by the State Board of Education on December 8, 2010 Adopt scientifically based practices to ensure the delivery of quality early intervention services, including service coordination and evaluations and assessments using the latest best practices based on peer-reviewed research Establish data systems and use data to inform decisions and improve delivery of services

5 512/07/2010 Board Approved Criteria for Competitive Early On Grants Increase Early Intervention Services provider effectiveness and reduce shortages of personnel in key areas such as speech/language, occupational, and physical therapy Improve outcomes for all infants and toddlers with disabilities, particularly in the areas of positive social emotional skills; the acquisition of, and use of, knowledge and skills; and the use of appropriate behaviors to meet their needs

6 612/07/2010 The American Recovery and Reinvestment Act (ARRA) Both the EE-IFSP and the Climb to the Top grants will be awarded under Part C of IDEA, American Recovery and Reinvestment Act (ARRA) funds The following four (4) ARRA principles will apply to both grants

7 712/07/2010 Four Principles of ARRA Spend funds quickly to save and create jobs Improve student achievement through school improvement and reform Ensure transparency, reporting, and accountability Invest one-time ARRA funds thoughtfully to minimize the “funding cliff”

8 812/07/2010 Applications will be reviewed for the following: Strategies and proposals that adhere to the four reform areas of ARRA funding Capacity to complete proposed activities within the allowed time period Feasibility to replicate the activities across the state The potential impact on the early childhood system for infants and toddlers The sustainability of the proposed innovation

9 912/07/2010 Anticipated Timeline for both RFPs RFPs Announced-December 2, 2010 TA Webinar-December 7, 2010 Applications due- January 13, 2011 Review session- February 3, 2011 Recommendations forwarded to State Superintendent-February 4, 2011 Letters to all by- February 18, 2011 Grant services begin-February 21, 2011 Ending date of grant- September 30, 2011

12 1212/07/2010 Grant Purpose To develop or expand upon an existing electronic IFSP to align data and paperwork while providing for stronger coordination across systems The EE-IFSP will serve to help coordinate data collection of the eight (8) results and compliance indicators for Early On to meet federal requirements set forth in the SPP/APR

13 1312/07/2010 Anticipated Outcomes Consistent and accurate data collection of the eight (8) Part C indicators An integrated system to help with duplication of effort within the various systems This data system should build upon and sync to grantee’s own data system at their local level The EE-IFSP grantee will share and present the developed system at the 2011 Early On Conference and System Update meetings after completion
