Individual driven MC Actions: Call for proposals 2013 Date of publication: 14 March 2013 Deadline: 14 August 2013 at , Brussels local time Budget: IEF € 134 Ml IOF/IIF € (Ml) each [FP7-PEOPLE-2013-IEF-IOF-IIF]

experienced researchers For experienced researchers! Of any nationality! be in possession of a doctoral degree or have at least four years of full-time equivalent research experience Mobility Mobility: at the time of the deadline for submission of proposals, researchers must not have resided or carried out their main activity in the country of their host organisation for more than 12 months in the 3 years immediately prior to the reference date bottom-up “bottom-up” approach in liaison The project proposals are submitted by experienced researchers in liaison with a host organisation (exception IOF) Grant Agreement The Grant Agreement signed between the host organisation (MS/AC) and the REA [Individual driven MCA]

INDIVIDUAL ACTIONS EXPERIENCED RESEARCHER EARLY-STAGE RESEARCHER EARLY-STAGE RESEARCHER [PEOPLE: Who?] HOST-DRIVEN ACTIONS

[PEOPLE: mobility rule] at the time of the deadline for submission of proposals, researchers must not have resided or carried out their main activity in the country of their host organisation for more than 12 months in the 3 years immediately prior to the reference date

Research fields are freely chosen by the applicants, except: research activity aiming at human cloning for reproductive purposes research activity intended to modify the genetic heritage of human beings which could make such changes heritable research activities intended to create human embryos solely for the purpose of research or for the purpose of stem cell procurement, including by means of somatic cell nuclear transfer areas of research covered by the EURATOM Treaty [Bottom-up approach]

Budget distribution by scientific panel (Marie Curie Actions ) [The bottom-up approach]

International Outgoing Fellowships- IOF Objective of the action: to reinforce the international dimension of the career of European researchers (and third country researchers that have been active/residing in EU in the last 5 years) by giving them the opportunity to be trained and acquire new knowledge in a high-level organisation active in research, established in an other third country (outgoing phase). Subsequently, these researchers will return with the acquired knowledge and experience to an organisation in a Member State or associated country.

[IOF] Technical content/scope : This action provides financial support to individual mobility projects presented by experienced researchers in liaison with host organisations in the Member States or associated countries and Third Country. The grant agreements will be concluded with the return host organisations of the Member States or associated countries for a total duration of up to 36 months.

Technical content/scope : The project is expected to include a coherent research programme for the total duration of the contract, of which an initial outgoing phase, of between one and two years, is to be spent in a distinct legal entity in an other third country (partner organisation) and a mandatory re/integration phase of one year within the contracting organisation (return host organisation) in a Member State or an associated country. [IOF]

12-24 months EU - based Researcher 12 months Return phase

International Incoming Fellowships- IIF Objective of the action: to reinforce the research excellence of the Member States and the associated countries through knowledge sharing with incoming top-class researchers active in an other third country to work on research projects in Europe, with the view to developing mutually beneficial research co-operation between Europe and an other third country.

[IIF] Technical content/scope : The action provides financial support to individual research projects presented by the incoming experienced researchers in liaison with a legal entity ('host organisation') in a Member State or an associated country, as well as possibly with a 'return host organisation‘* if the researcher was active in an International Cooperation Partner Country before the incoming phase (two GA). * Ukraine

EUROPE

Stays away from the host organisation's premises As a general rule, the project must take place at the host organisation premises. However, in some cases, stays away may be justified as part of collaborations or as part of the training. In any case, fellows may not stay more than 30% of the duration of the fellowship away from the host organisation's premises unless such stays have been explicitly provided for in the original proposal and in the grant agreement.

Applicants are reminded that only one proposal may be submitted in an evaluation procedure at any one time for any of the following actions: Marie Curie Intra-European Fellowships for Career Development (IEF), Marie Curie International Outgoing Fellowships for Career Development (IOF), Marie Curie International Incoming Fellowships (IIF). [Multiple Submissions]

Financial Regime For the researcher

Employment / full social security A Minimum social security (stipend) B Experienced 4-10 yrs Experienced > 10 yrs Per year * It is then adjusted, applying a correction factor for the cost of living according to the country (IT: 106.6), WP2013 Monthly amount [LIVING ALLOWANCE] The host organisation may pay a top-up to the experienced researcher to increase the salary; however, the opposite is not allowed, i.e. the experienced researcher's gross salary may not be below the fellowship amount provided by the European Union

[A monthly mobility allowance] Mobility Allowances: It is a monthly payment of a flat rate contribution to cover expenses related to the mobility (relocation, family expenses, language courses, travel expenses etc.) Depending on the family situation : € 1000/month: experienced researcher with family obligations € 700/month: experienced researcher without family obligations * It is then adjusted, applying a correction factor for the cost of living according to the country (IT: 106.6), WP2013 Changes on the fellow's family situation which occur after the call deadline (i.e. marriage, birth of a child etc.) are not taken into account for the calculation of the mobility allowance

As a general rule the experienced researcher is appointed under an employment contract … …when an employment contract cannot be provided, the experienced researcher must be recruited under a status equivalent to a fixed amount fellowship, provided that it is compatible with the national legislation and that adequate social security is provided (but not necessarily paid from the fellowship ).

The European Charter for Researchers and the Code of Conduct for the recruitment of researchers As a general principle the choice of appointment type should be made in accordance with the best interests of the experienced researcher. The European Charter for Researchers and the Code of Conduct for the recruitment of researchers offer a reference framework for the employment of researchers.

Financial Regime for the host/return organisation

A contribution to the training expenses of the eligible experienced researcher managed by the host organisation Es: consumables, conferences/trainings, memberships journals, other fees, etc €800 per researcher-month Overheads* Fixed-amount of €700 per researcher-month * the correction factor for the cost of living [for the Host organisation]

[Example IIF] An experienced researcher from Ukraine (where she/he has always resided and worked), married (or equivalent status) and without children with a PhD and more than 10 years research experience, going from Kiev to Bordeaux (FR) for a 2-year IIF incoming phase and under an employment contract. Additionally a 1 year IIF return phase in Ukraine is planned

[] [Incoming Phase ] Living allowance: € 87,500 x 2 years = € 175,000 Mobility allowance: € 1,000 x 24 months = € 24,000 Research/transfer of knowledge: € 800 x 24 months = € 19,200 Contribution to overheads: 700 x 24 months = € 16,800 Correction coefficient for France = 116.1% (Living allowance + Mobility allowance + Overheads) x Correction coefficient for France + research/transfer of knowledge expenses = € 269, Total European Union Contribution = € 269,743.80

[In the case of a Return Phase] The total amount of the Union contribution is a flat rate of € 15,000 for a total duration of the reintegration phase of 12 months for integration of the researcher in the host institution. Total maximum EU contribution including return phase 284,743.80

Year of the project Type of contract Mobility allowance [A4]
