ESSIP Plan 2013 / Objective NAV032 Comprehensive Explanation Implement precision area navigation (P-RNAV) procedures to capitalize on the performance benefits offered by approved aircraft This is an interim objective aimed towards establishing a global RNP RNAV environment, and individual States, airports and aircraft operators will need to evaluate the business need for P-RNAV procedures according to local circumstances; Type - SESAR Scope – ECAC; Applicability – All ECAC States, except Slovak Republic; Initial Operation Capability (IOC) – 01/2001; Full Operational Capability (FOC) – 12/2012.

ESSIP Plan 2013 / Objective NAV038 ESSIP Report states have reported the objective Completed, 19 Late, 2 Not Applicable and 6 States have reported No Plan but are considering its implementation; Three states have completed the objective in 2012, respectively AM, FI and NO, while MD has developed plans to implement the objective The main reason for delay is that since the mandatory implementation of B-RNAV in the upper airspace of ECAC 12 years ago, there has been an extremely slow uptake of P-RNAV in terminal areas. This situation exists partly due to the fact that operators remain reluctant to obtain operational approval for P-RNAV until there is a commitment from service providers to provide benefits by implementing P-RNAV terminal procedures. On the other hand, because few operators are approved, States are reluctant to publish procedures for which P-RNAV is required.

ESSIP Plan 2013 / Objective NAV039 Objective Coordinators Analysis, recommendations, tips & tricks Some states report the objective as Planned while describing in the text that only tentative plans already exist and the implementation is subject to the outcomes of CBA. In such cases the objective shall be reported as No Plan; Some states report the objective as Completed, while describing in the text that plans are for the implementation for other airports without providing the names and the implementation dates. In such cases objective should be reported as Partially Completed.

ESSIP Plan 2013 / Objective NAV0310 Conclusions The lack of a mandate for P-RNAV implementation makes it very difficult to apply more effective corrective measures; The progress is particularly slow for the medium and small size airports due to the uncertainty surrounding the implementation in terms of the cost efficiency; Slow implementation leads airspace users, specifically the ones with P-RNAV capable aircraft, not certifying their aircraft which, in turn, leads ANSPs not implementing P-RNAV procedures.
