1. Four goals -protect the country -international trade -economic growth -world peace -do not want foreign wars -can disrupt trade -endanger national security -promote democracy around the world -human rights -encourage peace -helps protect security

2. foreign policy -involves several departments -State Department -Department of Defense -CIA -National Security Council -Constitution divides power of foreign policy between president and Congress -president -Chief diplomat -Commander in chief

-Congress -power to declare war -stop certain military action -spend or with hold money for defense -one branch seems more dominant at different times

3. treaties -based on defense -allies against attack -NATO -U.S.A, Canada, Europe -Senate must approve w/ two-thirds vote

4. Executive agreement -by pass Senate approval -between president and leaders of other countries

5. ambassadors -appointed by president -w/Senate approval -sent to countries where U.S. recognizes & accepts government -if not accepted or recognized no exchange of ambassadors

6. foreign aid -food -military -money -all given to help other countries -most known is Marshall Plan -help to rebuild western Europe after WWII

7. international trade -president can make agreements about trade w/other countries -products -rules -trade sanctions -embargo -Congress -tariffs -taxes on imported goods

-membership into trade organization -NAFTA -WTO

8. military force -as commander in chief president may use military force to carry out foreign policy decisions -Washington Whiskey Rebellion -Clinton cruise missiles to Afghanistan & Sudan -Bush Iraq
