Feasibility study2 INTRODUCTION  The guidelines would define the minimum requirements and additional voluntary or advisable parts of the self-monitoring programme to be established on the basis of negotiations with the public authorities  The elaboration of guidelines for chemical industry can be a model for developing similar guidelines for other branches of industry  The preparation of the guidelines would provide an opportunity to study the cost issues
