CLRTAP co-operation project seminar Karin Kindbom, 16 April 2013 Background and context  The Russian Federation is, like other countries in Eastern Europe, Caucasus and Central Asia (EECCA), a member of the UNECE Convention on Long-range Transboundary Air Pollution - CLRTAP.  It is important to have an active participation from the EECCA countries in the work of the Convention.  The participation includes the development of agreements under the Convention and its protocols to safeguard a parallel development within the EU and neighboring countries.

CLRTAP co-operation project seminar Karin Kindbom, 16 April 2013 Project background  March 2007 –At the international air pollution workshop "Saltsjöbaden III" in Gothenburg, a special working group discussed obstacles and measures for promoting a larger attention to air pollution and related measures within the EECCA countries. –Based on these discussions a joint Russian-Swedish project was elaborated: “Development of the Co-operation within the LRTAP Convention".

CLRTAP co-operation project seminar Karin Kindbom, 16 April 2013 Overall project objective  The Overall Objective is to raise the awareness of global air pollution and to strengthen the political profile of CLRTAP activities in the Russian Federation.  The project aims to facilitate a continued and more active Russian participation in the work of the convention.  The project also aims at building capacity at the Ministry of Natural Resources and Environment and responsible Russian authorities, for continued and enlarged work the GAINS model.

CLRTAP co-operation project seminar Karin Kindbom, 16 April 2013  The GAINS model, developed by the International Institute for Applied System Analysis (IIASA, www.iiasa.ac.at), is a tool for analyzing present and future emissions of air pollutants and greenhouse gases, the potential and costs required to abate emissions, and the environmental and health impacts associated with elevated emissions.www.iiasa.ac.at  The model is one of the key instruments used in the negotiation work of the CLRTAP as well as in the work with air quality and greenhouse gases in the EU.  Only countries and regions with updated and validated data in the model can be adequately analyzed in relation to other countries. In order to get a complete picture of the air pollution situation it is important to involve the EECCA countries actively in the work with this model. The GAINS model

CLRTAP co-operation project seminar Karin Kindbom, 16 April 2013 Project activities 2008-2013  June 2008 –Project pre-meeting, Swedish EPA, Stockholm, Sweden.  August 2008 –Project start-up meeting at IIASA, Laxenburg, Austria.  October 2008 –GAINS training session I in Gothenburg, Sweden, in cooperation with SYKE, Finland. The session was attended by 14 participants from the Russian Federation, Belarus and the Ukraine.  December 2008 –GAINS training session II in St. Petersburg, Russian Federation, in cooperation with SYKE, Finland.

14. CLRTAP co-operation project seminar Karin Kindbom, 16 April 2013 2009  February 2009 –GAINS training session III at IIASA, Laxenburg, Austria in cooperation with IIASA and SYKE. The session was attended by about national modelling teams from several countries, about 30 persons in total.  March-April 2009 –International Air Congress “Atmosphere — 2009" / TFHTAP meeting in St. Petersburg, Russian Federation. Project results were communicated.  June 2010 –Policy analysis meeting in St. Petersburg, Russian Federation. Several policy packages were chosen for further analysis.

16. CLRTAP co-operation project seminar Karin Kindbom, 16 April 2013 2010 - 2011  November 2010 –Meeting at Ministry of Natural Resources of the Russian Federation in Moscow. Project results were communicated, among others — the Guidance document on application of the GAINS model in the state environmental management system of the Russian Federation. It was recommended to establish a working group on the GAINS model development and operation under the Ministry of Natural Resources of the Russian Federation.  February 2011 –TFIAM 39 in Stockholm, Sweden. Project results were communicated.
