  Difficult to enforce the Treaty of Paris -   Great Britain was slow to withdraw from American territories.   American merchants had to pay high tariffs -   Tariffs are taxes on imports   Merchants had to raise costs on products Economic Problems

  British West Indies closed off to American farmers   Farmers had to pay British ships to carry their goods to British markets. American exports dropped, while British goods were imported into the Americas.   Confederation Congress could not pass tariffs   British supplies were cheaper than products made in America.
