Dominant Functions of the Centre of Government 5

Dominant horizontal coordination instruments 6

Intersectoral strategies and programmes are always developed if CoG performs national strategic planning function (BG, IT, PT, MT, IE); Most often CoG cooperates with other institutions during synchronisation of the policy planning and budget preparation processes (14 out of 28); Scope of coordination has increased in 23 countries, mostly due to strengthening of strategic management function and coordination of implementation of government priorities. Some observations regarding usage of horizontal coordination instruments 7

Coordination meetings are mostly used during the policy formulation and decision making processes; Informal meetings are popular during the preparation of agenda; 11 out of 12 countries, which noted usage of ad-hoc groups during policy evaluation phase assessed the role of CoG in development of intersectoral strategies as active; 17 countries, which assessed the role of CoG as active during policy evaluation phase use results of different researches; Only 6 countries (IE, FI, DK, AT, LU, SK), as well as EC use results of researches during the preparation of agenda. Usage of communicative instruments 8

Cross-tabulated impact of CoG and PM in policy coordination process 9
