1 1 IPSG WORKSHOP 1 - CHALLENGES AND TOOLS FOR THE CENTRE OF GOVERNMENT There is an observable trend towards direction of centralization of the CoG: Reasons are: need for higher level of coordination and cooperation of key public institutions; CoG should act like a change managers and there is need for new formal and informal ways in process of policy planning, decision making. More focus on evaluation of results (indicators for PA). “Bold or thin”? – Which functions should the CoG assume to be effective and still remain efficient? Efficiency versus Effectiveness – more stress the efficiency elements (horizontal coordination, results orientation, implementation, Evaluation, Communication, Flexibility), less to effectiveness (accountability, orientation to dispute resolution). Main functions – Policy and Legislation Coordination, Institutional Governance and Efficiency, National Strategic Planning, Idea Generation, Performance Management

Main competencies – Result orientation, Strategically thinking, Change management, Flexibility, Planning and organization Special HR policy – depends on state’s culture, history and traditions, opposite views Question about Executive power decentralization influence the choice of policy instruments used in the CoG should be discussed in more details, because choice on instruments depends from reaction time on issues that must be solved. Starting point facilitate effective funding -> evolution EC as partner & facilitator to advance quality of PA 2. “Focus on usage before update” -> Dissemination strategy (translation, spreading, roadshow, multipliers, workshops, Peer2Peer) Potential Future EUPAN collaboration Develop PA assessment framework understanding the status & basis for recommendations (WHAT ?) ->toolbox process (HOW?)

4 4 IPSG WORKSHOP 3 - ICT ENABLERS TOWARDS OPEN AND COLLABORATIVE GOVERNMENT Findings: 1) Important! Information collection in all levels: less quantity, more quality! (explain what you want to get from it) 2) Level of maturity (tools and society) Proposals: 1) Use modern resources and methods (social media, crowdsourcing for capturing knowledge and feedback, UX, gamification…) 2) Involve NGOs (they cover all generations)

5 5 Political Once-only is interesting principle, but it has to be connected to real demands. Cross border requires common infrastructure, which is not there. Too many regulations and barriers we've created ourselves and now it is used as an excuse. We want to introduce the concept of data owner. Problem - some data sets and orgs that sell this data to other institutions, especially geo data. Problem - The rights management of such data. We do not know actually what other countries are developing and have developed. There are good examples that work - vehicle registration, criminal records etc EUPAN IPSG workshop 4 Once-Only principle

6 6 Trust The user should report back inaccuracies Transparent of what data is used for what purpose. Technology Demonstrate that there is a technology that works with once-only principle and guarantees the citizen data protection. Across the silos there are no mechanisms to measure, compare or assess the readiness, nor readiness index. EUPAN IPSG workshop 4 Once-Only principle

7 7 Proposals The ambitions have to be realistic at cross-border level. Centralized platforms, decentralized control - a federalization principle. Try to take what is common in agreements and put it in legislation. Need for EU data exchange standards - type, form, protocol, authorization etc for cross- border. whenever you introduce a comon platform, make sure its tested in real time situations with partners involved It should be more common to reuse the data, encouragement methods to develop in next EUPAN meetings.
