2 Purpose of the Project How countries understand a concept of the Centre of Government and why we need such a concept? Which side of CoG dominates: administrative or political? What are the main problems faced by CoG? What are the main instruments for problem solving? What are the main future challenges?

16 DISCUSSION TOPICS If there is an observable trend towards strengthening of the CoG, what is triggering it? “Bold or thin”? – Which functions should the CoG assume to be effective and still remain efficient? What are the main competences which are necessary for work in CoG? Are they different from competences required for work outside of CoG? Why? Does the degree of executive power decentralization influence the choice of policy instruments used in the CoG?
