MADAGASCAR ACTION PLAN A Roadmap for Rapid Development

THE PURPOSE An innovating plan for five years inspired from the Vision « Madagascar Naturally » and the « Millenium Development Goals » mobilizing the Malagasy people and the international partners, initiating a quantum leap in the development process, reducing poverty through rapid growth, seizing the opportunities of globalization for the country.

Commitment 1 : RESPONSIBLE GOVERNANCE The government will be trusted by every citizen and the internaional community The civil service will have integrity, be efficient, and act professionnally in all their activities

Provide sufficient security to protect people and property. Strengthen rule of law. Reduce corruption. Establish an efficient and effective budgetary process. Strengthen the provision of public services. Decentralize government administration. Become a learning nation. Commitment 1 : THE CHALLENGES

The Nation will be connected through quality roads, railroads, ports, airports Information technology systems will enable the process of rapid development Commitment 2 : CONNECTED INFRASTRUCTURE

Commitment 2 : THE CHALLENGES Prioritize infrastructures development. Efficiently move goods and people from one place to another. Improve access to transport services. Provide adequate energy at affordable price. Ensure efficient communication system. Set up better warnings system about potential disasters. Improve access to drinking water and sanitation.

Commitment 3 : EDUCATIONAL TRANSFORMATION The education system will reach worlwide standards to stimulate creativity The Nation will have necessary human ressources to become a competitive and a successful player in the worldwide economy

Ensure access of all children to developmental opportunities. Create a successful primary education system. Create a successful lower secondary education system. Improve upper secondary school and develop vocational training. Transform higher education. End illiteracy. Develop capacities and mindset of young people. Commitment 3 : THE CHALLENGES

Commitment 4 : RURAL DEVELOPMENT The agricultural production will increase through a green revolution Agribusiness will be supported and conditions that encourage entrepreunarial activities will be provided

Secure land tenure. Improve access to affordable rural financing. Launch a sustainable green revolution. Promote market oriented activities. Diversify rural activities. Increase the agricultural value added and promote agribusiness. Commitment 4 : THE CHALLENGES

The people will be healthy to contribute productively to the development of the Nation Health services will improve to reduce malnutrition and malaria problems, reverse VIH/Sida spreading trend, and to improve access to safe drinking water Commitment 5 : HEALTH, FAMILY PLANNING AND FIGHT AGAINST HIV/AIDS

Provide quality health services to all. Eradicate major diseases. Win the fight against HIV and AIDS. Implement a highly sucessful family planning strategy. Reduce infant mortality Reduce marternal and neonatal mortality. Improve nutrition and food security. Provide safe water and widespread use of hygienic practices. Engagement 5 : THE CHALLENGES

Economic growth rate will reach 7 to 10 % by 2012 The private sector will be strong and diversified, using cutting edge technologies, and gaining through its competitive advantage Commitment 6 : HIGH GROWTH ECONOMY

Ensure a stable macroeconomic environment. Increase foreign direct investment. Promote full employment. Reform the banking and financial system. Strengthen domestic enterprises, SME’s and handicraft industry. Enhance international trade competitiveness. Develop intensively the mining sector. Intensively promote and develop the tourism sector. Intensively exploit regional opportunities. Through diplomacy, develop economic synergies. Commitment 6 : THE CHALLENGES

Madagascar will be a world leader in the development and implementation of environmental best-practices Madagascar will become again a « Green Island » Commitment 7: CHERISH THE ENVIRONNEMENT

Increase the protected areas for the conservation of land, lake, marine and coastal biodiversity Reduce the natural resource degradation process Develop the environmental reflex at all levels Strengthen the effectiveness of forest management Commitment 7: THE CHALLENGES

National identity will be strong and unified, honoring the various cultures and traditions of all the people of Madagascar People will be proud of their identity and will take full and shared responsability for guiding the nation into the future Comitment 8 : NATIONAL SOLIDARITY

Celebrate cultural diversity, understanding and respect. Build social trust and promote civic participation. Promote solidarity and pride. Improve support for the very poor and vulnerable populations. Promote gender equality and empowerment of women. Commitment 8 : THE CHALLENGES
