3 3 THE PURPOSE The purpose of the MAP is to produce a quantum leap in the development process by having a breakthrough five year plan that will mobilize Malagasy people and international partners, ignite rapid growth, lead to the reduction of poverty, and ensure that the country develops in response to the challenges of globalization and in accordance with the Vision – Madagascar-naturellement! and the UN Millennium Development Goals

4 4 MADAGASCAR WILL BE AN EMERGING ECONOMY WITH MAXIMIZED COMPETITIVENESS, BY 2020. OUR ENVIRONMENT WILL BE PROTECTED AND USED IN A WISE AND RESPONSIBLE WAY TO ENHANCE OUR DEVELOPMENT. THE CORE OF OUR GROWTH SHALL BE DERIVED FROM OUR UNIQUE NATURAL RESOURCES AND FROM THE PROCESSING OF OUR NATURAL PRODUCTS. THE MALAGASY PEOPLE, EQUALLY IN RURAL AND URBAN AREAS, WILL BE HEALTHY AND WELL-EDUCATED. THEY WILL BE ACTIVE PARTICIPANTS IN THE DEVELOPMENT PROCESS AND BE GAINFULLY EMPLOYED IN AGRICULTURE, INDUSTRY AND THE PROVISION OF SERVICES. AS A NATION, WE WILL HONOR THE MULTITUDE OF CULTURES AND TRADITIONS OF ALL THE PEOPLE OF MADAGASCAR. WE WILL BE PROUD OF OUR COUNTRY AND UNITED IN NATIONAL SOLIDARITY. THE VISION : Madagascar-naturellement!

5 5 UN MILLENNIUM DEVELOPMENT GOALS Eradicate extreme poverty and hunger: Reduce by half the portion of the world population that lives on less than 1$ per day by 2015; reduce by half the world population that hungers. Achieve universal primary education for all children by 2015 Promote gender equality and empower women: Elimination of inequality of boys and girls at all levels of education by 2015 Reduce child mortality by two-thirds by 2015 Improve maternal health: Reduce mortality of mothers by three-quarters by 2015 Combat HIV/AIDS, malaria and other diseases: Containment and change of the trend by 2015 Ensure environmental sustainability : 1) adopt strategies for sustainable development and the protection of natural resources, 2) reduce by half the population without access to drinking water and sanitation by 2015 Develop a global partnership for development: Open trade and finance systems, facilitate the access to markets, enhance the process of debt relief, create jobs for young people, promote the access to medicine at a fair price, promote access to new technologies (IT)

6 6 GOOD GOVERNANCE We will have a government that every citizen and the international community can trust and have confidence in. The government and the civil service will have integrity, be efficient, and act totally professional in all pursuits, activities, and provision of services. EDUCATIONAL TRANSFORMATION We will create an educational system with world-class standards in quality and efficiency, that stimulates creativity, helps our students to transform their dreams into reality, and gives Madagascar the necessary human resources to become a competitive nation and a successful player in the world economy. HEALTH & FAMILY PLANNING We will work to ensure that all our people are healthy and can contribute productively to the development of the nation and lead long and fruitful lives. The problems of malnutrition and malaria will be brought to a halt. HIV and AIDS will not advance any further; safe drinking water will become accessible; and, through education and the provision of health services the average size of the Malagasy family will be reduced. QUALITY INFRASTRUCTURE We will be a connected nation. We will build quality roads, and information technology systems all across the country to enable the process of rapid development, the facilitation of business and trade, communication amongst our citizens and visitors, and to ensure that the standard of living and the access to resources and global knowledge improves for all. OUR COMMITMENTS

7 7 RURAL DEVELOPMENT Dynamic rural development and real poverty alleviation is at the core of the government’s endeavors. Our rural areas will flourish and prosper through the substantial increase in the agricultural production and the creation of agri-business centers in every region, and the provision of needs such as irrigation, seeds and storage facilities. These centers will provide training, expertise and the best ideas to rejuvenate the agricultural sector. Effective Farmers Associations need to be established. THE ECONOMY & THE PRIVATE SECTOR We will ensure that we have a diversified and strong private sector driven by local and international investment and trade. The Government will generate the fundamental conditions that will support the facilitation of business. We will encourage the pursuit of the best ideas and cutting edge techniques, technologies, and strategies to ensure that we as a nation are responsive to the challenges of globalization, productive in the workplace, and gain a competitive advantage. THE ENVIRONMENT We will care for, cherish and protect our extraordinary environment. The world looks to us to manage this resource wisely and responsibly – which we will. We will develop industries around the environment such as eco-tourism and agri-business that minimize damage and maximize benefits for the people and the local communities. NATIONAL SOLIDARITY We will continue to forge a strong, unified national identity that honors the multitude of cultures and traditions of all the people of Madagascar and promotes participation and partnership. Our people must be proud of who they are, stand with their heads held high, display confidence in the face of the many challenges facing us, and take full and shared responsibility for guiding the nation into the future.

8 8 THE MAP BREAKTHROUGH GOALS The MAP Breakthrough Goals are ambitious stretch targets that we as a government are committed to achieving over the next five years. We know they are challenging but we believe that through the mobilization of the full array of available resources (human, technical, and financial), combined with strong leadership, hard work, creativity, and excellent coordination we will deliver the results. The MAP Breakthrough Goals support the national Vision and will ensure that we make a significant leap forward in becoming a developed and highly competitive nation.

12 12 CAPITAL INVESTMENT Through the MAP process we invest in 7 domains of capital for national well-being : HUMAN CAPITAL INFRASTUCTURE CAPITAL PRIVATE SECTOR CAPITAL NATURAL CAPITAL LEADERSHIP CAPITAL KNOWLEDGE CAPITAL PUBLIC INSTITUTIONAL CAPITAL The provision of health services, nutritional support, education and skills building for each person to be economically and socially productive. The roads, power, water,sanitation, airports, seaports, and telecommunications systems that are critical to support business, government and the general population in their purposeful pursuits. The machinery, facilities, transportation, processes, strategies, and legal frameworks needed for business to be competitive in the global economy. The arable land, healthy soils, biodiversity, and well-functioning ecosystems that provide the environmental services needed for the country. The leadership and managerial ability to promote change, guide development, and facilitate the emergence and maintenance of all the other forms of national capital. The scientific and technological know-how that raises productivity in business and government and promotes creative and competitive practices. The good governance and civil service support to the nation needed to implement government policy and provide quality services to the people in a timely, efficient, and effective manner.

13 13 THE BENEFITS i.FOR THE PEOPLE OF MADAGASCAR: The MAP should create optimism and confidence in the future. They should feel that the MAP is not something being done to them but with them and by them. ii.FOR THE MALAGASY PUBLIC ADMINISTRATION: The vision of the MAP must empower the civil service. They must realize that this is a privileged and unique opportunity to be part of something special and vital. Ultimately, they must feel that they are driving the implementation of the Action Plan. They have to be committed to accomplishing outstanding results, producing quality work, and providing real service to the people of Madagascar and the country at large. iii.FOR NATIONAL INVESTORS: They must feel confident that real and sustainable change is happening. They must see themselves as critical to the success of the Madagascar Action Plan by investing in the private sector and not putting their funds overseas. iv.FOR INTERNATIONAL INVESTORS: They must feel confident and excited about investing in Madagascar. Their confidence will arise due to the nation’s political stability and the political will and foresight of the government. They must see that government policy, the legal framework, the infrastructure, and bureaucracy are now organized in support of facilitating and protecting their investments. v.FOR THE DONORS: The donors should see Madagascar as a pilot country in regards to the support and implementation of a creative and bold plan that will really lead to quantum change and sustainable development. In other words, the donors must see that here is a country that is truly committed to “getting it right” and not wasting the funds and good will that it is given.

14 14 SHARED LEADERSHIP CAPACITY BUILDING PARTICIPATION & COOPERATION LEVERAGE RESOURCES COMPETITIVENESS Leadership must be displayed at all levels of society and all sectors. Leaders must show initiative and focus and mobilize people and resources to make the vision and MAP goals a reality. We must be continuous learners and constantly work to strengthen our skills and abilities, and our institutional capabilities so that we can succeed. We will promote participation and cooperation with all the people, regions, communes, civil society and donors. We must minimize waste and maximize gains to ensure the smart and productive use of the nation’s resources. In order to succeed in the global market place and the national and international arena, our educational system, civil service, and the private sector must be highly competitive THE GUIDING VALUES PROFESSIONALISM IN ALL WE DO Everybody must work to achieve the best professional standards. THE WILL TO SUCCEED We will do what we say

15 15 What about the PRSP? 1.The MAP will supercede PRSP. 2.The PRSP has achieved its results. The completion point has been reached. Now we have to focus on a new planning period of 5 years actions (2007 to 2011) to achieve breakthrough goals in 2012, react to global and national opportunities and challenges and make our planning system more efficient and ambitious. 3.The difference: The MAP defines specific numeric breakthrough goals based on the Vision « Madagascar – naturally! » and the UN Millennium Development Goals. The MAP creates a clear link between these goals and the necessary actions, investment and finance. The MAP will give clear outlines for national sector programs. With the inclusion of territory planning, the MAP will ensure that regional and sectoral plans and activities are in line with national objectives. The MAP responds to donors’ promises, demands mid-term donor comitment, enhances donor coordination and adjusts procedures. The MAP will be the outcome of a planning process with strong participation of the public and private sector and the civil society; this will create momentum and encourage participation in the development process.

17 17 THE MOBILIZATION OF INTERNAL RESOURCES 1. MOBILIZATION OF THE MALAGASY PEOPLE : FOR THE MAP TO BE SUCCESSFUL ALL THE PEOPLE OF MADAGASCAR MUST BE MOBILIZED TO SUPPORT THE MAP AND CONTRIBUTE THEIR CREATIVITY AND HARD WORK. TO ASSIST IN THE MOBILIZATION PROCESS, THE FOLLOWING MUST BE PROVIDED: SUPERIOR LEADERSHIP – to help people understand the MAP, contribute to the goals, and manage the process MEDIA CAMPAIGN – to explain the purpose and importance of the MAP DIALOGUE & PARTICIPATION – at regional and commune level, and with private sector and civil society 2. MOBILIZATION OF FINANCIAL RESOURCES 3. MOBILIZATION OF CURRENT ASSETS AND MATERIAL RESOURCES 4. MOBILIZATION OF KNOWLEDGE RESOURCES 5. MOBILIZATION OF THE PRIVATE SECTOR: Create Public Sector and Private Partnerships (PPP) in areas such as training, education transformation, health, infrastructure, environment, sports, the arts, and charities. 6. MOBILIZATION OF THE CIVIL SERVICE: Transform the Civil Service into a high- performance team that supports the facilitation and accomplishment of MAP goals and strategies. The Civil Service will be meritocratic, efficient, effective, transparent, and honest institution that operates with professionalism, competence, and commitment.

18 18 THE INTERNATIONAL ASSISTANCE (a) MOBILIZING THE DONORS FOR THE MAP TO BE SUCCESSFUL THE DONORS MUST BE MOBILIZED TO SUPPORT THE MAP. TO ASSIST IN THE MOBILIZATION PROCESS, WE MUST: 1.Cite G8, Paris Declaration, World Bank’s Africa Action Plan, the New EU strategy for Africa and others – thus holding donors accountable for their public declarations. 2.Create a clear link to the Millennium Development Goals—to which the donors have committed—and the necessary investment and financing. 3.Formulate a coherent system of long-term (the vision), mid-term (MAP and national programs), and short-term goals (politique générale), strategies and actions and describe how the donors should be integrated into this system. 4.Organize an annual National Donors Conference and other means to better coordinate donor commitments and thus enhance aid efficiency. 5.Strengthen Madagascar’s position as a pilot country in Africa and thus motivate donors to make extra effort to support the development of Madagascar and to show the world that their activities can have substantial impact in Africa.
