6 IMPLEMENTATION ROADMAP
Immediate term to 2012 (before Rio +20): Update national energy plan. Short term to 2015: National energy plan structured to achieve agreed objectives; Capacities strengthened for investment readiness; active energy programmes in place. Longer term 2015 to 2030: Legal, fiscal and regulatory frameworks and standards in place across all levels and sectors. Seven goals: Wise use of energy and employ aggressive energy conservation and efficiency measures. A modernized and expanded energy infrastructure that enhances energy generation capacity and ensures that energy supplies are safely, reliably, and affordably transported to users on a sustainable basis. Realization of energy resource potential through the development of renewables, enhanced international competitiveness, energy security, reduced carbon footprint. Jamaica’s industry structures embrace eco-efficiency for advancing international competitiveness and moves towards building a green economy. A well-defined and established governance, institutional, legal and regulatory framework for the energy sector, that facilitates stakeholder involvement and engagement. Public sector is a model and leader in energy conservation and environmental stewardship. Secured and sufficient energy supply to support long-term socio-economic development and environmental sustainability. Greater public awareness of the importance of energy and its use and the contribution we can make to its responsible and efficient use. Focused on the modernization and expansion of the energy infrastructure to ensure safety, affordability, reliability and competitive advantage. Private sector driven investment within a policy and regulatory framework that fosters investments, competition, efficiency and transparency. The provision of long-term energy security to producers and consumers, including security of supply and, to the fullest extent possible, long-term price stability.
