Recommendations 1.The variety wise production of breeder, foundation and certified & quality seed in a state should be informed by all producing agencies to their respective State Department of Agriculture to make it transparent 2. The breeder seed indent should be made available to DAC and ICAR one year in advance 3.Long term MOU with all agencies to ensure seed supply by them has to be done to achieve seed self sufficiency. Public sector contribution should increase up to 50 per cent 4.List of varieties for re-notification as well as de-notification by the state should also be submitted based on the performance of that particular variety 5.Public sector organizations should also give indent of public bred hybrids 6. Farmers seed producing organizations should be promoted

Issues raised by State Governments 1.Protection from market fluctuations and natural calamities 2.Upload glutinous rice varieties required to be developed 3.High yielding varieties of finger millets and lentil should be developed for North Eastern States
