Wisconsin E-Sponder A Collaboration Tool For Emergency Management

History What is Wisconsin E-Sponder?What is Wisconsin E-Sponder? –E-Sponder was developed by Convergence Communications –It is designed to provide a Common Operating Picture –Developed on Sharepoint which is a Collaboration Software Primary uses oEvent Management oEmergency Operations Management –Can be used by anyone in Wisconsin for Emergency Management Purposes (local first responders, county, tribes and state agencies) –E-Sponder is currently deployed and available for use –WEM (in conjunction with Convergence, ESRI and Steering Committee) are continuing to develop and increase the many uses of Wisconsin E-Sponder

E-Sponder Sites This is the Main E-sponder site or “Top-Level” site. You will find information that can be used by all in the Documents section which is located at the top left side of the screen. If you have questions or need assistance you can click on the Esponder Help Contacts link also located on the left side of the screen. In the top right corner there is a search feature that allows you to find information located on that particular site. The Site Navigator Web Part will show you what sites you have permission to view.

County & Tribal Interface This is the County & Tribal Interface site. This site contains information that may be of interest to counties, tribes and first responders. The tabs at the top of the page are links. Clicking on the Resources tab will allow you to view information about resources that other counties, tribes and first responders have chosen to share. The Documents section on the left side will show links to different document libraries containing useful information.

Document Library dflajd This is a sample of a document library. Users can upload documents from their computer, cd, flash drive, or other internet sites. Users can check out an item and can make modifications. The Alert me feature on the left side is on many items in E-Sponder and sends an notification when an item has been posted, changed or deleted.

ICS Forms Library This ICS Forms Library contains the ICS forms and allows the user to download and fill in the appropriate information electronically. The form can then be uploaded back into E-Sponder for viewing and tracking.

Resource Lists The Resource List on the Interface sites compiles the information that is entered by the counties, tribes, state agencies or first responders. Each resource is entered at the county, tribal, state agency or first responder sites. The owner of the resource chooses whether or not they want to share this information with the rest of the E-Sponder system. The information is entered on a form that is based on the NIMS requirements and criteria.

Other Views This This is a more detailed look at the resources that have been entered and shared. Different “Views” can be created to display information that has been entered into E-Sponder.

County or City Main Site This is a template of the Basic county, tribal, state agency and first responder sites. The tabs at the top are links that allow the user to maneuver their E- Sponder sites. The EOC and Resources tabs go to those individual sub-sites. The user will need to go into the EOC site when creating an event.

Create an Event One of the key pieces of E-Sponder is Event management. To create an event a user can type in the event name and the URL, then click on the Create Single E-Sponder Event Sub-site button. The event site then appears in the tree under the EOC along with previous event sites.

Event Sites This is an example of the WEM EOC template. Each Tab at the top of the page takes the user to that list or function. The Quick Launch section on the left side of the screen also has links to useful lists or documents that are needed in an event. WEB Links on the right side of the screen are used to jump to other internet sites. The user could jump to an E-Sponder Doc Library that stores procedures or an external website that is used in an event. In the middle of the screen is a Significant Events section which brings in specific information that has entered into the Event log that is important for all EOC members to know.

This is an example of the lists that are used on E-Sponder. When a users wants to enter an item on the Event log they click “new item”. Users can view all active items that have been entered by all users on the event site. In the Event Log, when appropriate, a box can be checked if an item is deemed significant. This check will post these significant items on the main event page for easy review of critical items.

This is a typical entry form in E-Sponder. When a user clicks on “new item” a form appears for them to fill out. Once completed they click “Save and Close” at the top of the screen. If needed the user can also attach a file or document for additional information (such as a picture, instructions, etc.).

Tasks can also be tracked in E-Sponder. This is an example of a Preplanned list. When planning for an event (festival, concert, parade, etc) the user can enter in items on this form to track their completion or progress. If items are being assigned to a person registered in E-Sponder an is sent to them informing them of the assigned item. Items can also be geo-coded so they can be mapped. For example if security checkpoints are at specific locations they could be visible on a map in the GIS Viewer.

This is the GIS Viewer. For an example a point has been created on the map (using a graphic). The hospitals and schools layers/information are selected and visible on the map. A buffer has been created around the point and the schools that are affected within the buffer zone are marked with a yellow dot. Points that are geo-coded with in an E-Sponder list can be viewed and selected as well.

Report on Buffer A report is generated from the selected point and buffer zone. This particular report displays the schools in the buffer zone and their contact information.

Bring in Data from Other Sources Data can be brought into the E-Sponder GIS Viewer by using other services. Here we have tapped into the DNR map service and brought in the Dam Layer. The orange triangles are the points that have been brought into the map.
