Proposed changes to collection points  Around 1% of properties in the city affected  Majority of proposed changes are taking a front collection to a rear collection  All streets will be consulted prior to any changes  We would also like your input prior to making any changes

Plympton Erle  Earls Mill Road – no vehicle access to rear. Proposed move from front and rear collection to front collection.

Communication Campaign

 Letters to every household  Stickers/tags on every brown bin and bag  Posters  Street Corner presence  Social media presence  Time banking – community champions  Project Octopus – Voluntary and Community Sector  University

Replacement bins  All outstanding customers contacted via phone or to confirm need and identify options – i.e collection from Prince Rock  Details of residents waiting for garden waste bags kept, with deliveries to be fulfilled prior to the start of the 2015 scheme  Additional resources will now be allocated to clear the backlog  Introduction of collections from Prince Rock has been a success, with around 10 collections a day taking place

Improving the service Clear guidance and support to ensure that:  Bins and bags are returned to the correct location and lids are closed after they have been emptied  We minimise any spillage while moving bins and bags  We clean up any mess that we make The service is taking this very seriously. Culture change will be embedded prior to implementation of new routes

New policy approach  Policies currently being finalised prior to delegated decision  Produced with input from colleagues from Enforcement, Legal Services and the Contact Centre  Emphasis on: 1.Reducing side waste 2.Improving recycling 3.Getting bins off the street  We’re looking to provide clear guidance and educate the public regarding good practice

Educating the public  In the build up to and following the introduction of new routes officers will be active in the community, door knocking and educating the public  Tags will be left on bins which cannot be collected, ensuring clarity and providing support for enforcement

Assisted Collection Approach Contact all Assisted Collection Users asking them to reapply Neighbouring CouncilPlymouth’s Approach Talk with user groups Utilise information from partners, staff and other departments to identify ‘legitimate users’ Engage with partners to improve outcomes and support applications Train staff to support service provision Contact outstanding Assisted Collection Users asking them to reapply

Contingencies  All routes will have been tested by supervisors and front line staff prior to implementation  Additional Contact Centre staff are already in place to manage any peak in calls and support the communication campaign  4 vehicles will be on stand-by if problems occur
