1 Norwich Recycling – update. Increase participation and capture rates – current green box collection Extend green box scheme Increase use of communal schemes and extend provision to other areas Pilot scheme for Mini Recycling Banks in City Centre

Communication – planning for success –Use research to inform content Thanks, news, information, contacts details Trial areas to assess impact and cost/benefit –Round – leaflet only –Round – leaflet and second Green Box Measure tonnages before and after, split by paper and glass. Target date for trials - February 2005.

3 Increase Participation/Capture rates. Cost of trials: Green boxes in stock for trial Green box with leaflet delivery per 1000 households: £435 Leaflet delivery per 1000 households: £246 Leaflets for 1000 households: £200 Trial larger than 2 times 1000 households would require additional funding. 1000 is approximately one round

4 Getting best from existing Green Box Provide two boxes per house Add houses that are in the areas but not receiving a collection –990 already done since last meeting –Identifying other areas – target completion March 2005

5 Increase Participation/Capture rates. Cost of providing 2 boxes to existing Green box homes (41,000) Green boxes to be purchased: £61,200 Lids (say 20,000): £15,800 Leaflets: £1,200 (in budget next year) Delivery of box and leaflet: £18,000 Total guide price: £114,200; less £1200 = £113,000 - New Expenditure not in budget

6 Extend Green box scheme in existing areas not getting a collection Survey street by street – solutions/options identified. Extend where we can as and when identified Ongoing issues log created for future reference Delivery cost - £1:00 per property (increased spend, one off)

7 Communal Scheme for Flats 245 sites with bins (6700 properties) 126 sites not yet served (11800 properties) Provide 6,700 homes with baskets and leaflets, February to March.

8 Providing Baskets for existing sites (6,700 props) Cost Black baskets – in stock Leaflets - £350 Delivery – guide price: £3,437 To be met from existing budgets

9 Refuse and recycling – total combined solution Partnership working with Housing Service and other housing providers Residents views showed that they need a total solution for refuse and recycling. –Refuse collection issues –Quality of life issues Options and costings being worked up Target completion April 2006 9,972 Households require “combined” solution

10 Mini Recycling Banks – City Centre Recycled bank specific criteria - developed and emailed by Friday December 10 to select committee members for comments. Detailed Location work early 2005 Target groups: –Residents –Foot traffic

11 Mini Recycling Banks – City Centre Communication plan underway Measure yields, establish operational needs Original Paper Round will continue during pilot Possible Sponsorship for future sitings

12 Mini Recycling Banks – City Centre Suggested assessment sites: –Residents: Pottergate, St Giles, –Foot traffic: Prince of Wales Road, Orford Hill Cost of trial: approx £ 11,450 (paper and glass only: additional spend) Breakdown assumes 6 sites and includes –Purchase –Delivery –Collection –Publicity –Level of contamination (50% allowed for) –Income

13 Cost of Trial Paper and Glass –Bins - £6500 –Implementation £2000 (including publicity) –Collection and Monitoring £0 (Sunday emptying £1950 for 6 weeks) –Removal of Bins if scheme a failure £1000 –Trial 4 weeks, plus evaluation/time for decision TOTAL£11,450 new expenditure not in budget

14 Cost of Trial To add in Aluminium cans –6 New Mini Recycle Bins £2700 –Collection costs – CityCare, awaiting response –Acceptable to NEWS for recycling –Est. income - £?? per tonne – Aluminium/mixed cans collected (approx 60000 cans per tonne) depends on ratio Al to steel. TOTAL: £xxx additional spend

15 Summary Estimated impact from proposals/extending schemes –Current collection – 97 tonnes per week –Approx 2.4kg per home per week of recycling Therefore –990 extra homes: 2.4kg per home extra per week which is 2.4 tonnes. –Trial – 1000 second green box: est 1.5 tonne p/w extra

16 Summary What can be met from existing budgets: –Providing baskets to 6,700 households on existing communal schemes –2 trial areas to test comparative impact of leaflet only v leaflet and second green box.

17 Summary New spend needed –Extending existing green box areas, £1:00 per household, allow for £3000 (including the 990 started Dec 6.) –To provide a second green box to all homes in the scheme – £113, 000 –Total “combined” solution (to be determined) –Trial Mini Recycling Banks - £11,450 (paper and glass only) – add in can banks, another £xxx
