Greenhouse Gas Emissions: Inventories P.O. Box 47146, 00100, Nairobi, Kenya Tel: Charles Situma

KENYAN SCENARIO PROBLEMS ENCOUNTERED DURING PREPARATION OF FIRST NATIONAL COMMUNICATION ON CLIMATE CHANGE WITH RESPECT TO LULUCF

Kenya Located in East Africa and lies on the equator Has population of 27 million (Kenya Bureau of statistics, 1999) but experts believe population is about 30 million people. 20% of Kenya support rainfed agriculture while 80% support wildlife and livestock (rangelands

LUCF Forest cover occupy 1.7 % (UNEP), 1.8% (DRSRS) and 3% (FAO) Government want to increase forest cover to 10% Various land use categories exist in Kenya –Forestlands –Grasslands –Croplands –Settlements –Wetlands –Others (National parks/reserves, quarying)

What activities lead to GHG emission? Agriculture sector Land use, Land use change & Forestry Sector (LULUCF) Energy Sector Industrial Sector Waste and Waste Management sector All these themes were covered in the First National Communication on Climate Change

Land Use Change and Forestry First National Communication of Kenya identified gaps and needs in the context of UNFCCC recommendations Changes in land use and alteration in forest cover plays a significant role towards GHG emissions into the atmosphere

Gaps & Needs Identified –Lack of activity data on cleared forest, harvested biomass, abandoned managed lands and burnt savannah including grasslands »Description of arrangements to collect and archive data to make GHG inventory a continuous process »Information on the level of uncertainty associated with inventory data –Establishment of EF for GHG in land use changes and forestry sub-sector was a major constraint

Gaps & Needs ……contd –Harmonization of institutional data collection and information exchange mechanism »Data formats »legal issues including copyright »Data pricing »Accessibility to data –Sampling Design methodologies for GHG inventory »Inadequate Research »Systematic/consistent observation –capacity building ( training to build competencies and capacities in various GHG inventory aspects) –Awareness

Way forward Capacity building (human and institutional) Enhanced networking – collaboration among relevant institutions Awareness campaign Research (universities, institutions)
