Faculty Development - Observations Faculty Issues in Private Engineering Colleges Acute shortage of faculty leading to under- qualified and under-prepared teachers engaged in teaching the under-graduate and post- graduate students. 50 percent of the teachers have only a B.Tech qualification Several Masters qualified are through distance education, sequential and part-time programmes 3

Faculty Development - Suggestions Teachers should earn their degrees from prestigious institutions. Those with B.Tech should earn their Masters and those with Masters should earn their doctoral degree. Put all the faculty through Pedagogical training of at least one week duration once in two years. 4

Such training should include Preparing lesson plans and course material Challenging tutorials and assignments, Training in case study material preparation and handling Problem based learning Project supervision and monitoring to improve the creative skills of the students Modern student performance evaluation procedures besides Domain Knowledge and Research areas Procedures and Communication skill development 5

The Terms - Decide who would be the beneficiaries and how would they be selected in a transparent way What are the targets and how will the achievements be measured Who would conduct the training Roles and responsibilities of the participating institutions and the participants The time and cost implications 6

The Terms – Decide also Feasibility of project-funded preparation of M.Tech Courseware and video based lecture material on lines NPTEL programme for undergraduate courses. Assess feasibility and desirability of building upon existing courseware (e.g. NPTEL) along with the fund requirements. 7

Scaling-Up Post-Graduate Programmes and Research & Development & Innovation and Industry - Institute Interaction There is an urgent need for increasing mani- fold the number Engineering Graduates having Postgraduate and Research qualification. Need is in Educational Institutions, R&D establishments in both public and private sectors. TEQIP seeks to address this by setting up a competitive fund which will seek to increase the enrolment for the Postgraduate education and research relevant to the Indian economy 8

Strengthening of Institutions – For whom? New Institutions in the State s that Performed well and Institutions in the States that were not in Phase I Those TEQIP institutions picked for Phase II will also need funds to upgrade facilities for the postgraduate programmes started in Phase I or already running in the Institute. Reforms and Competitive Funding - Background Technical Education in India is over- regulated and under-governed Only 5% of the colleges have academic autonomy Only 26 % programmes are accredited University affiliation does not let institutions to carryout innovation in T-L process or meet local needs. It is also true that many Institutions lack the capacity to utilize the autonomy even if given 11

Important for those who have been in Phase I Expected to raise the level of overall excellence including academic aspects (Reference level is achievement shown in PhaseI) through enhancement in PG and Ph.D activity Undertaking applicable research in areas of national importance as well as emerging areas Establishing definite and sustainable industry partnerships and caring for faculty development Will be the issues on which proposals will be considered 13

Committee will set a selection criteria that will ……. Review the existing selection criteria for the new institutions and come up with the procedure for evaluating proposals The Criteria to be followed for the old Institutions (that have been a part of Phase I should ensure that only those who performed well in phase I become potential candidates for Phase II. 14

Project Monitoring and Evaluation and Management Information System Provide the information on the extent to which the objectives of the Project are being met. Provide a regular feed back on the status of the project and a clearer basis for decision making Provide guidelines for the future projects on the basis of lessons learnt. Effective MIS is to be evolved for decion making purposes. This is on the basis of Phase I experience. 15
