Brunei Darussalam joined the Association on 8 January 1984. Viet Nam became the seventh member of ASEAN on 28 July 1995. Background Concern on possible socio-economic impacts resulted from the sharp increase in international food prices in 2007/08 and food relief in response to devastated natural disasters The need to address food security through formulation of strategic pursuit of actions to be developed based on strong commitments and ownership of all Member States Likelihoods of food prices to remain high for the next few years and impacts to the region One Vision, One Identity, One Community 4

Existing ASEAN Initiatives/ Mechanism on Food Security ASEAN Food Security Reserve (AFSR) Board - A venue of information sharing on the region’s priority commodities ASEAN PLUS THREE Initiatives of the ASEAN Ministers on Agriculture and Forestry and the Ministers of Agriculture of the People’s Republic of China, Japan and the Republic of Korea (AMAF+3). Funded by the Ministry of Agriculture, Fisheries & Forestry of Japan. East Asia Emergency Rice Reserve (EAERR) Project - To provide food aid for disaster areas and poverty alleviation purposes. Trade issues, i.e. price stabilization, is also explored. Permanent scheme APTERR (ASEAN Plus Three Emergency Rice Reserve) is on-going process. ASEAN Food Security Information System (AFSIS) Project - To establish an information network on food security among the countries and to conduct training in data collection and management. Additional elements in 2nd phase: Early Warning Information System, Mutual Technical Cooperation and Preparation of Commodity Outlook Reports. One Vision, One Identity, One Community

Overview An ad-hoc Taskforce on Food Security was formed to develop detailed work plan on food security in the ASEAN region, comprising “ASEAN Integrated Food Security (AIFS) Framework” and “Strategic Plan of Action for Food Security (SPA-FS)” “AIFS Framework” and “SPA-FS” was reviewed and endorsed by ASEAN Ministers of Agriculture and Forestry (AMAF) in October 2008. Support to AIFS Framework and SPA-FS was given at the Senior Officials Meeting (SOM-8th AMAF +3) meeting in October 2008. One Vision, One Identity, One Community

Overview The ASEAN-UN meeting on Food Security in November 2008 also echoed the support and agreed to an ASEAN-UN Convergence Matrix of Programmes and Activities on Food Security as a basis for future collaboration. A Statement on Food Security in the ASEAN Region, together with AIFS Framework and SPA-FS, was adopted by the 14th ASEAN Summit in February 2009, of which the Leaders pledged to embrace food security as a matter of permanent and high priority policy. Implementation Details and arrangement for implementation is tasked to relevant ASEAN Sectoral Working Groups for further elaboration. The AIFS Framework and the SPA-FS shall be reviewed periodically taking into account dynamic regional and global developments and evaluated after the end of five year period in 2013. Way Forward Immediate Follow-up Action An ASEAN-UN Regional Conference on Food Security is planned to be held in 27-29 May 2009 in collaboration with World Bank, ADB, IDB, IFAD and IRRI to promote cooperation in the implementation of AIFS Framework and SPA-FS.
