2. Background CAADP is a continental framework established by the African Union (AU) in 2003. Aims to improve food and nutrition security, agricultural development, market access and increase resilience of African farmers. African Heads of State reaffirmed their commitment to the CAADP framework at the AU Summit in Malabo in June 2014, with adoption of ‘Malabo Declaration on Accelerated Agricultural Growth and Transformation for Shared Prosperity and Improved Livelihoods.’ COMESA is part of the process and aims to exploite regional complementarities and cooperation opportunities to achieve Malabo Targets.

CAADP PILLARS SUSTAINABLE LAND AND WATER MANAGEMENT Improved rural infrastructure and trade-related capacities for market access Increased food & nutrition security, reduced hunger & improved responses to food crises Improved agric research, technology dissemination, and adoption CAADP Companion Document : Fisheries, Forestry and Livestock Cross-cutting Issues: Capacity building, HIV/AIDS, Gender, Policy climate change etc.

STAGES IN CAADP IMPLEMENTATION Sensitization of stakeholders & official endorsement of the CAADP process by MS Official launch of CAADP Stocktaking, analysis of growth options, future opportunities based on real data (prospects in investments, growth & poverty) Stocktaking for evidence-based planning process Common agreement and commitment on vision and strategy by all national (state and non-state) regional & int’l actors Formulating and Signature of the CAADP Compact

6. To Support Country CAADP Process, a regional COMPACT has been developed HOW?

7. –Policy dialogue on Tripartite with SADC & EAC –Consultations with regional partners including CSOs, private sector, farmer organizations, etc; –Dialogue with Development Partners.

Results –Draft Policy and Investment Framework & draft COMESA Regional Compact agreed upon at the June 2013 country, regional & partners stakeholders meeting –Priority Areas of the Policy and Investment Framework developed –Validation Workshop for Compact in September, 2013 – Official Signature – 14 November, 2014, DRC

9. III. PRIORITY AREAS OF THE COMESA REGIONAL COMPACT Priority Area 1: Agricultural production and productivity with a focus on staple food crops, livestock produce, fisheries and forest produce. Priority Area 2: Removing barriers to agricultural trade and linking farmers to markets with a focus on corridors (corridor development). Priority Area 3: Reducing social and economic vulnerability and enhancing resilience and food and nutrition security.

10. CROSS-CUTTING ISSUES: Priority Area 4a : Gender and age mainstreaming. Priority Area 4b : Human and institutional capacity development and strengthening. Priority Area 4c : Information and knowledge management.

11. CROSS-CUTTING ISSUES (Cont.): Priority Area 4d : Climate change. Priority Area 4e : Resource mobilization to complement national efforts. Priority Area 4f : Improved coordination.

12. The first programme to be designed, the Regional Investment Programme in Agriculture - Priority Area 2 (RIPA- II), specifically focuses on interventions to further remove barriers to agricultural trade and better link farmers to markets and regional value chains.

13. INTERVENTIONS FOR PRIORITY AREA II 1. Improve state of infrastructure along agricultural trade corridors. 2. Promote regional public-private-partnerships and regional value chain development by organizing SMEs, capacity building and institutional development. 3. Promote improved market information systems and systems for aggregation of smallholders’ production at the borders and for their better integration in regional markets and commodity value chains

Sub-Programme A: Regional Value Chain Development Platforms Aim: Support the development and integration of strategic agro-food value chains within the sub-regions of COMESA How: By facilitating cooperation among public and private stakeholders; improving information flows; knowledge transfer, addressing SPS and TBTs etc.

Sub-Programme B: Information System for Marketing and Trade The overarching objective of ISMT is to improve systems for the aggregation of smallholder farmers’ output at national borders and to integrate these farmers better into regional markets and value chains through:  scaling up of training and knowledge dissemination in the region to boost the marketing and trading capabilities of smallholder farmers and other agro-food value chain actors.  creating transparent, fair and enabling business environment for smallholder farmers and other agro-food value chain actors.
