PROJECT TYPES National Projects, which require national implementation National Projects with Cross Border Impact, which require national implementation, but also a regional coordination Cross Border Projects which require a regional implementation and coordination (Cross Border Projects can involve all four countries or can be at a bilateral level only). 4

8. FUNDING Total Budget: Approximately 17 mill USD for 12 projects in the four countries. The total funding not yet secured. Expected funding from the Belgian Government to start up the RAP implementation and the RNCO NAP will start addressing this issue in more details as part of the implementation of RAP 8

IMPLEMENTATION Implementation of RAP planned as phase 3 Proposed period: 2015 to 2021 (six years) National Authorities will play a very important role in the implementation of the projects and in principle responsible for the national implementation, however closely coordinated with NAP MRC will coordinate the implementation of RAP and the activities of cross border interest

IMPLEMENTATION Implementation of the projects in the four countries should follow the proposed implementation schedule in order to use available funding the best possible way e.g. regarding Use of national and international consultants Avoid duplication of the preparation of standards and guidelines Harmonisation of regulations 11

COORDINATION R EGIONAL N AVIGATION C OORDINATION O FFICE, RNCO Overall implementation, monitoring and coordination of RAP, Monitoring the implementation and progress of National Projects Assistance to countries and their implementation of National Projects with Cross Border Impact Responsible for implementation of Cross Border Projects Arranging and holding quarterly RNCO meetings; Exchanging ideas on relevant regional issues; for example how to address certain issues on a national level, exchange of expertise, provision of specific support, discussion of possible solutions of and options to pertinent national problems (with regional/cross border impact); 12

RNCO continued Develop ToR for any TA support needed within maritime safety and environmental protection in close collaboration with the NAP ; Investigate and coordinate potential funding for RAP Joining forces on forthcoming events; this will include participation in conferences, pooling of resources, alignment of relevant strategies and pre-discussion of desired outcomes of conferences, provision of specific support to each other, etc.; Providing overview re. the implementation of RAP as well as an updating version of the RAP Implementation Plan every second year, starting 2017. 13

16. COMMITMENT TO IMPLEMENT RAP Commitment by the countries is important in order to Harmonise rules and regulations Benefit from lessons learned between the countries Improve existing cooperation Have jointly response in case of any emergencies 16

AGREEMENT By adopting the RAP, Member Countries agree to: Promote the implementation of the RAP; Share information and experiences on the implementation of relevant IMO and ILO Conventions on maritime safety; Share information and experiences on the formulation and adoption of national and regional standards, rules and regulations on navigation safety, and harmonize as much as possible; Strengthen the Regional and Cross Border cooperation to ensure integration of the RAP Objectives and Develop or incorporate into relevant existing National Action Plans activities in accordance with the National and Cross Border Projects agreed in the RAP 17
