Conference Awards All-ODAC: Athlete of the Year, Rookie of the Year, Coach of the Year, ODAC/Farm Bureau Insurance Scholar-Athlete of the Year. First, Second and Third teams, as determined by the top vote getters through the individual sport all conference voting process for each sport. ODAC/StellarOne Sportsmanship: Each coach selects an athlete who has exhibited sportsmanship on the field and behind the scenes. Each school competing in the sport has a representative. All-Tournament: Each sport has its own policy to determine honorees All-Academic: 3.25 grade point average for the academic year Commissioners Cup (Mens, Womens, Overall): Points are based on regular season standings in team sports and championship team finishes in individual sports. Each institution has a total number of possible points they can collect based on their individual sport sponsorship. The total number of points earned is then divided by the total number of possible points in order to come up with a ranking for each institution. Doc Jopson and Marjorie Berkley Awards: Scholar-Athletes of the Year: Awards are given each spring to member college seniors and conference sport participants who exhibit the highest athletic, academic, and extracurricular achievements.

Student-Athlete Advisory Committee (SAAC) The primary purpose of the ODAC SAAC is to serve as a representative body of conference student-athletes regarding all matters related to the conference. Committee members shall act as liaisons between conference student-athletes and the ODAC Board of Directors. The group meets annually; twice in (fall and spring) Initiative: ODAC SAAC is continuing its partnership with Special Olympics Virginia as part of the NCAA III SAAC Initiative set forth over a year ago. Audrey Hester (RMC) is a rep to the national SAAC.

What is an Athletically Related Activities ? Defined in Bylaw List of 11 items. Items in list are permitted ONLY during declared playing season. So, what about the rest of the year?

What is NOT an Athletically Related Activities ? These things are permitted at any time of year: Administrative meetings. Fundraising with no athletics involvement. Voluntary activities – more later.

Traditional/Regular Season

Day Off At least one day off required per week – when classes are in session.

Day Off - Question Monday is the day off for baseball student-athletes. The coach and players routinely work on the baseball diamond during that day to prepare for the mid-week game. Is this permissible?

Day Off - Question Monday the day for football. On Monday afternoon your starting QB stops by and has a question about film. What do you do?

Contests Questions: What is a scrimmage, exhibition, practice- scrimmage, or exhibition- scrimmage? Can I publicize the event? Can I keep score? New Legislation: Consistency of terms. No prohibition against official scoring – any sport. No prohibition against publicity – any sport. Do not need to adhere to playing rules.

Case Study VWCs womens lacrosse team wins the ODAC championship and qualifies for NCAAs. There is a 2 week break before NCAAs start so they schedule a game in between. Ok?

Non-Traditional Season

Nontraditional Segment Multiple Teams/One Sport How do I conduct my nontraditional segment if I have a varsity and junior varsity program? Nontraditional segment limitations apply to all levels (e.g., freshman, junior varsity, varsity) in a sport.

Question I conduct each week of my baseball fall season as follows: Pitchers and catchers practice on Monday and Thursday. Rest of team practices on Tuesday, Wednesday and Friday. Is this permissible?

The Four Steps of Voluntary… In order for any athletically related activity to be considered "voluntary," all four of the following conditions must be met: 1) Student-athlete must not be required to report back. 2) The activity must be initiated and requested solely by the student-athlete. 3) The student-athlete's attendance and participation in the activity may not be recorded. 4) The student-athlete may not be subjected to penalty if he or she elects not to participate in the activity.

Question Hampden-Sydney College has a weightlifting club, which is advertised on the campus calendar. The club is run by the football coaches out of season and the clubs workouts and the football out-of- season workouts are identical. The weightlifting club is made up of primarily football players, but all of the football players do not participate. Permissible?

Question A W&L mens tennis student-athlete asks his coach for a paid lesson outside the declared playing season. The coach generally provides lessons are open to all students and anyone in the community at the same rate.

Question May a student-athlete have a "voluntary" paid lesson from his or her coach outside the declared playing season, even if lessons are open to any individual in the community at the same fee rate?

Question May the Roanoke assistant basketball coach participate in intramural volleyball if three of her student-athletes are also participating?

Question Six basketball players from one team play together in a summer league. The games are played at a YMCA near campus. Is it permissible for the coach to observe these games?

Transfers Permission to contact – general rule. Permission to contact – self-release. Determining transfer status. General transfer rule. Determination of year in residence. Transfer exceptions.

Permission to Contact: General Rule An athletics staff member or representative of athletics interests shall not make contact with the student-athlete of another four-year collegiate institution, directly or indirectly, without first obtaining written permission. Written permission may be granted by: The first institution's athletics director or designee; or The student-athlete, if the student-athlete attends a Division III institution.

Permission to Contact: Self-Release A Division III student-athlete may grant his or her own written permission to contact another Division III institutions about a potential transfer. Division III to Division III transfers only. Form is posted on the NCAA Web site. Student-athlete does not need to inform original institution.

Permission to Contact: Self-Release Permission to contact will remain valid for 30 days and remains private during this period. Extension of 30 days may be granted but no requirement to keep private during the extension. After the 30-day privacy window has expired on a student-athletes self-release form, is it permissible for the institution that received the self-release form to notify the student- athletes coach about the communication?

Answer: No. The only way an institution may notify another institution that a student-athlete has issued a self - release is if: The student - athlete has granted permission for that notification to occur by checking the box near the end of the self - release form; The student - athlete has notified the institution in receipt of the form that he or she has decided to transfer to that institution; or The student - athlete has issued a second self - release to the same institution.

Determining Transfer Status A student-athlete is a transfer if he or she transfers from a collegiate institution after meeting any of the following conditions at that institution: Full-time enrollment and attended class; Full time in night school; Attendance at a branch school that conducts athletics programs (not a transfer if going to branch to parent institution); Reported for a regular-squad practice; or Practiced or competed while enrolled part time.

General Transfer Rule Must complete one full academic year of residence at the certifying institution before being eligible to compete unless the student satisfies the applicable transfer requirements or receives an exception. General transfer rule is applicable to all divisions. All transfer analysis starts from here!!

Transfer Regulations No one-time transfer exception. If previously practiced or competed… Must have been academically AND athletically eligible at previous institution. If never previously used a season of participation… Immediately eligible.

Transfer Regulations Case Study: Kelly transferred from a Division II institution where she participated in basketball for one season. She is in good academic standing and participated in two contests at the Division II. Kelly transfers to a Division III institution for the start of the spring term.

Transfer Regulations Answer : Kelly is immediately eligible under the Division III transfer exception. Bonus Question – Can Kelly compete immediately upon transferring?

Transfer Regulations Answer: Yes. Even though Kelly participated in two contests so far this season, the prohibition against competition in year of transfer does not apply to Division III.

Transfer Regulations No graduate student exception. May not participate as a graduate student at an institution other than the student-athletes undergraduate institution. There are limited exceptions to this through waivers – but very few are granted.

Transfer Regulations Case Study: Admissions Counselor calls you in October to tell you about a transfer interested in playing on your team in January. They ask you to contact this prospect and encourage them to transfer. Is this permissible?

Transfer Regulations Answer: NO Athletics must have received either written permission from the original institution or you have received a self-release form if transferring from a Division III institution.

Transfer Regulations A current player on your team comes to you to express their interest in transferring to another ODAC member school. May you withhold this student from contacting your opponent about the possible transfer?

Full-Time Enrollment - Is volleyball still in season? Attending class vs. full time consideration for administrative purposes. Options – competition; practice.

Drop effective when official per institutional policies and procedures. Add effective when approved by appropriate department head (or designee) and submitted to registrar. Bylaw Add/Drop

Institutions that have required nontraditional terms (e.g., short term, May term) still need to satisfy 12- hour competition requirement. No concerns with practice if institution considers the term full time and SA is enrolled as full time. Short Term/May Term/_____ Term

1. Before initial enrollment – practice or competition. 2. Between terms – practice or competition. 3. Graduate program – practice or competition. 4. First five days of classes – practice only. Bylaw Exceptions to Full-Time

(Official Interpretation 5/19/1994) Impermissible: satisfying degree requirements and taking only minor applicable credits (unless minor required within degree program). SA completes degree per normal schedule– eligible for championships that begins within 60 days after end of term. Beyond 60 days needs an AIS waiver. However…if graduates in less than 4 consecutive years, SA may compete in championships that begins more than 60 days beyond end of term. SA may also practice. Exceptions - Final Semester/Quarter.

Basketball student-athlete completes his/her course work at the end of the fall semester (December, 2012) Is the athlete eligible for competition past the fall semester if the championship for that season is slated for February (2013)? Yes – based on NCAA by-law Case Study

An SA gets the first 10 full-time semesters or 15 quarters of enrollment in a collegiate institution to use four seasons of participation. For NCAA purposes, all international institutions are considered four-year collegiate institutions. Bylaws 14.2 and Seasons of Participation

An SA triggers use of a semester or quarter by: – Attending class; and – While officially registered as a full-time student. Dropping to part-time status after enrolling full time does not save the term from being included. Bylaws 14.2, and Seasons of Participation

A season of participation is used: – Practice or competition during or after the first contest in the traditional segment after the first time the SA participates. Bylaw Staff Interpretation (5/12/10, Item No. 5) Minimum Amount of Participation

A season of participation is not used: Competition during the nontraditional segment. Baseball, field hockey, lacrosse, soccer, softball and womens volleyball: during the nontraditional segment, may participate on both the one date of competition and an alumni contest without triggering use of the season. Participation at the varsity, junior varsity or freshman team level triggers the season of participation. Bylaw Minimum Amount of Participation

If a student-manager or a student-coach participates as a team member in practice or other physical activities, s/he is charged with a season. A student-coach or student-manager's role should be limited to performing coaching or managerial duties and not serving as a quasi team member under the guise of being a coach or manager. A male student who is eligible to practice with an institution's women's team will be charged with a season of participation. If the NCAA sponsors the sport for men or the equivalent male sport, the male practice player will be charged a season in the mens sport. SA may be granted an additional year of participation for incapacity resulting from a season-ending injury or illness. Pursued through institutions conference (or SA Reinstatement for independent institutions). Two main timing requirements in the rule. Bylaw Hardship Waivers

Season-ending injury or illness occurs before the completion of the first half of the traditional segment in that sport Results in incapacity to compete for the remainder of the traditional segment. First half of the traditional segment is measured by the Bylaw 17 maximum contest/date of competition limitation in each sport, plus one contest or date of competition (pages NCAA Manual). Season-ending injury or illness occurs when the SA has not competed in more than one-third of the maximum contest/date of competition limitation in each sport, plus one contest or date of competition. An SA who suffers an injury in the first half of the traditional segment, enters competition during the second half of the traditional segment and then is unable to participate further as a result of aggravating the original injury does not qualify for a hardship waiver. Bylaw Reinjury

An SA who is granted a hardship waiver may practice and/or participate in rehabilitative activities for the remainder of the season without using a season of participation. An SA who competes in that sport during the remainder of the season will use a season of participation, unless the competition meets an exception. Bylaw After the Hardship Waiver

Hardship – Case Study Womens volleyball standard denominator is 23. Juliet was not a starter, so didnt begin competing until the 5 th date of competition. Juliet competed in 8 dates of competition and tore her ACL during your institutions 12 th contest of the season.

Hardship Can Juliet receive a hardship waiver? No. The halfway point in the season is half of the total dates of competition (22) + 1, or 23/2 = 11.5 (prior to the 12 th contest). The one-third point in the season is one-third of the total number of dates of competition (22) + 1, or 23/3 = 7.6 (8 th contest).

A student-athlete suffers a season ending injury in their first year of participation. Prior to the start of the students senior year, they decide they want to apply for a medical hardship so they can compete while in graduate school at your institution. Is this possible? Hardship and Grad School

(Answer: MAYBE. Contemporaneous document must be readily available to supplement the hardship waiver request and the injury must have occurred in the first half of the season and in the number of contests to be considered). You would also need to consider whether a student can attend graduate school having completed an undergraduate degree at your school. Okay? Hardship and Grad School

A student-athlete seeks admission to your institution but has not completed all the necessary requirements for the NCAA Clearinghouse. May this student be admitted to your school and be immediately eligible to participate at your institution? Division III and the Clearinghouse

(Answer: YES. Division III does not require NCAA Clearinghouse clearance). DIII and Clearinghouse

Classes start at your institution on August 29 and a volleyball player competes for your school on Saturday, Sept. 1. The student completes their registration for classes the following Monday (Sept. 3) and is now enrolled in 12 credit hours. Has a violation occurred? Preseason Practice and Classes

(Answer: NO. Students must finalize their schedules no later than 5 days after the first day of classes. Preseason Practice and Classes

A basketball player has a dismal fall semester (did not achieve academic progress nor a 2.0 gpa) and the college informs the student they are not eligible to return to classes in the spring semester. Case Study Coach Jones is traveling to see a one-day club soccer tournament. She arrives on the day of competition. She is there to see a senior PSA who is competing for one of the teams in the tournament. When can Coach Jones visit with the PSA in question? Can Coach Jones sit with the parents and discuss her program and plans for their daughter during the competition? 126

Case Study – Coach Jones Coach Jones will have to wait until the end of the competition for the day and the PSA has been released by the authority responsible for her club team. Coach Jones can sit with the PSAs parents in the stands and talk about her program. What if this was during a tournament on non- consecutive days? 127

Event on Non-Consecutive Days Recruiting contact may be made with a PSA during a tournament that is not conducted on consecutive days, provided the PSA has been released by the appropriate institutional authority and contact occurs on a day in which there is no further competition. Extended road trip – contact may be made with a PSA provided it is at the conclusion of competition and prior to traveling to next site. 128

Expenses at Tournaments It is not permissible for any outside organization or individual (e.g., recruiting or scouting service, event operator) to provide institutional coaching staff members with expenses (e.g., travel, lodging) to attend any event for recruiting purposes. Such expenses are considered funds donated for recruiting purposes and such funds must be deposited directly with the member institution, as opposed to being provided directly to an institutional coaching staff member(s). Further, any individual or organization that provides funds directly to the athletics department would be considered a representative of athletics interests and subject to all legislation applicable to that status (e.g., contact, telephone and evaluation restrictions). 129

Speaking Engagements What should a coach be concerned about when asked to speak at a particular event? Are PSAs expected to be in attendance? Is the event raising funds for PSAs? 131

Will PSAs Be In Attendance? Rule = Cannot have off-campus contact with individuals until completion of junior year. If group includes PSAs that have not completed their junior year, coach may still speak to the group, but: May not give a specific recruitment presentation; or May not have contact with those PSAs. 132

Are There Fundraising Concerns? General rule = Cannot fundraise for high school athletics department or engage in activities that provide a financial benefit for PSAs. Bylaws and May attend event in which fundraising is the primary purpose if: Staff member does not play a part in the fundraising; Attendance of the staff member is not publicized; and Staff member does not give a recruitment presentation. Case Study Coach King is asked to attend the local high school booster meeting to speak on Division III athletics. He is asked to address parents along with high school students. What is he allowed to talk about while at the meeting? Are there other items he should be concerned about? 135

Case Study – Coach King Coach King would want to know if the high school students he was addressing were seniors or all grade levels. If all grades (which the initial question would suggest), he would be limited to a general discussion about his school or Division III. Any specific recruiting presentations would be prohibited along with contact with the non-seniors/parents in the crowd. He should also make sure the meeting is not determined to be a fundraiser – due to the other questions that would need to be answered prior to attending. 136

Schedule of events: 9 to 12 p.m. = Meet with coaches, tour campus and athletics facilities. 12 to 1 p.m. = Lunch in dining hall. 1 to 1:30 p.m. = Break. 1:30 to 4:30 p.m. = Lacrosse clinic. 141

What is a Recruiting Service? Any individual, organization, entity or segment of an entity that is primarily involved in providing information about prospective student-athletes. This definition includes, but is not limited to any service that provides information only to paid subscribers, any service that is only available to a select group of individuals (e.g., coaches), regardless of whether there is a charge associated with the service, and any service that provides information to the public free of charge. Athletics Staff – Not Permitted Cannot be employed by a camp that provides a recruiting or scouting service. Cannot operate, endorse, or administer a recruiting or scouting service. Athletics Staff – Permitted Can be associated with a third-party organization that operates or endorses a recruiting or scouting service. Example: Coaches association affiliated with a recruiting or scouting service. Official interpretation 9/27/05, Item No. 3-a 146

Tryout Events It is impermissible for a member institution of conference to host, sponsor or conduct a tryout camp, clinic, group workout or combine (combination of skill tests and activities) devoted to agility, flexibility, speed and strength tests for PSAs. Staff members may only attend if sponsored by an outside organization if the event occurs off the institutions campus and is open to all institutions. 147

Prohibited Activities Competition against PSAs. Varsity team cannot compete against high school or prep school teams. (Fork Union Postgrad) Junior varsity teams may compete against these teams. Varsity team may compete against outside club teams that include PSAs.

Competition Against PSAs Can our varsity lacrosse team compete against a traveling outside club team that includes some PSAs? Yes. Prohibition only applies to high school and prep school teams. Prep schools (def) also includes postgrad programs such as Fork Union. What about a junior college team? Yes. Prohibition only applies to high school and prep school teams.

Recreational Activities Coach may observe PSA and not a tryout if: Coach has documented job responsibilities to monitor the facility. Observation occurs while coach is performing this duty. Facility is open to all visiting prospective students generally. 3/25/10 official interpretation

Recreational Activities Coach may have necessary interaction to stop dangerous or unsafe activity; however, may not instruct on how to properly perform activity. Documentation of job duties must be consistent with all institutional employees. Duties for facility monitoring must be specifically noted and observation is only okay if in those specific facilities. Other duties as assigned is not acceptable. 3/25/10 official interpretation

Private Lessons Rules did not change for this -- Lessons must be available to general public; Fee charged of PSAs is similar to general fee; Prior approval by AD and fees charged are on file; and PSA fees are only paid by PSA or PSAs parents or legal guardian.

AAU Basketball Can our mens basketball coach coach the local Under 17 AAU boys basketball team? Yes. Does not matter the location, gender or age of participants. A number of years ago any involvement of any staff member in AAU basketball was prohibited.

Sports Clubs Can our womens volleyball coach serve as coach of a club team of PSAs that is located 103 miles from our campus? Yes. No mileage restriction on location of club or residence of participants. (Past rule was 50 miles) Can the coach serve as director of the local club system in our town? Yes. No restriction on duties or location.

Sports Clubs – Summer Baseball Leagues Can our baseball coach serve as a coach in a summer baseball league (e.g., Cape Cod, Great Lakes Collegiate, Alaska Baseball, Southern Collegiate)? Yes, but they cannot coach a PSA in the process. In this situation who would be a PSA? High school student-athlete Two-year college player 3/23/10 Educational Column

High School, Prep School or Two-Year College Contests Can our school host and sponsor a girls basketball tournament for high school teams during winter break? Yes. No restrictions on which high schools are invited, whether it appears on the high schools schedules or whether it has been approved by the state high school association. Restrictions on awards and publicity remain.

Competition in Conjunction with HS, Prep School or Two-Year College Can we host a baseball doubleheader at the local minor league park (not our campus facility) with the first game between two high school teams and the second game between our institutions team and another college? Yes. Does not have to be on campus. Restrictions on publicity remain

Case Study A volleyball club program has requested to use School Bs facility over the winter break. School Bs head coach also serves at the Director of Club Junior Programs and will be in attendance to run some of the sessions. The school would charge the club the going flat rate of $50 per session. Can School B rent the facility to the club since the head coach is involved with the club? Can the head coach be in attendance and run some the training sessions? 159
