ESS.VIP.SERV Shared Services TF Meeting 28 Oct 2015 Agenda item B1 TF and Enterprise Architecture Eurostat

ESS Vision 2020: the role of EA "We will develop an ESS reference enterprise architecture to enable a systematic and coherent approach to the production of European statistics."   "We will adopt enterprise architecture as a common reference framework"

ESS Vision 2020: the role of EA An enterprise architecture aims to create an environment which can change and support business goals. It shows what the business needs are, where the organisation wants to be, and ensures that the IT strategy aligns with this. Enterprise architecture helps to remove silos, improves collaboration across an organisation and ensures that the technology is aligned to the business needs. This work will enable them to standardise their organisations.[1] [1] Common Statistical Production Architecture, UNECE: http://www1.unece.org/stat/platform/display/CSPA/CSPA+v1.1

ESS Vision 2020: the role of EA Enterprise Architecture = "The coherence team" Vertical coherence: implementation reflects strategy Horizontal coherence: developments in different projects/domain are consistent EA provides decision-makers with tools and expertise to ensure and monitor coherence

Response: ESS EA Reference Framework Business Capabilities Principles Architecture building blocks Statistical Production Reference Architecture The ESS capabilities model – the capabilities model identify and position the key capabilities required to implement Vision 2020 – capabilities are defined as practical ability to realise a business outcome by a combination of Processes, People, Organisation, Technology & Information, Methods, Standards and Framework. It serve as an anchor model for implementing the Vision The ESS EA building blocks – identify the key functional building blocks supporting the implementation of the ESS Vision 2020 Principles– these are the principles to provide norms (decision) and guidance (design) for project architects More detailed Business Function architectures (Data collection, Statistical processing and analysis, Dissemination) are gathered into the Statistical Production Reference Architecture – they provide more detailed models link process steps, services, architecture building blocks as well as design principles and ESS possible deployment scenarios.

Response: ESS EA Reference Framework Joint undertaking of ESS EA TF sponsored by DIME / ITDG The ESS EARF contains reference conceptual documents and guidelines to be used at different levels and stages to ensure the coherent implementation of the ESS Vision 2020 The two most relevant ones for the ESS.VIP SERV are: The ESS business capability model The Statistical Production Reference Architecture The ESS capabilities model – the capabilities model identify and position the key capabilities required to implement Vision 2020 – capabilities are defined as practical ability to realise a business outcome by a combination of Processes, People, Organisation, Technology & Information, Methods, Standards and Framework.

Business Capability Model

Statistical Production Reference Architecture Defines and illustrates service orchestration patterns to be potentially used in the ESS Defines and illustrates scenarios for sharing services within the ESS Defines a list of potential services to support ESS statistical production

The role of ESS EA as a framework In most projects, EA follows a project throughout its lifetime. It provides guidance and recommendations on: The alignment of the project's business goals with the Vision The design of the solution The implementation of the solution The evaluation of the achieved business objectives

ESS EA and ESS.VIP SERV How will ESS EA and the ESS.VIP SERV project interact?

ESS EA and ESS.VIP SERV Ensure that the services developed and/or proposed for developments target the right capabilities in the context of the ESS Vision 2020

ESS EA and ESS.VIP SERV Discuss and further develop sharing scenarios and possible services as developed in the SPRA
