3 The Vision Commission Communication on the production method of EU statistics: a vision for the next decade (2009) It proposes: new measures to increase the ESS flexibility and hence its ability to respond to new needs and challenges. full re-engineering of the production methods of statistics within the EU, going from a production system often based on numerous parallel processes (stovepipe approach) to a more integrated production model.

4 The Vision Main goal: to move the production of European statistics from a traditional “stove- pipe” approach to an integrated, more flexible model. Objectives: increase efficiency and cost-effectiveness improve the coherence and comparability of data. 

5 VIP Vision Implementation Programme
2012: Launch of the ESS.VIP programme: joint strategy to implement the 2009 vision (horizon 2017); 2013: some pilot statistical domains to be modernised are approved (including ESBRs); September 2013: Review of the foundations of the strategy and of the way to pilot it; May 2014: Vision 2020, focusing on users, quality, new data sources, MS cooperation and communication & dissemination; ESBRs is confirmed. September 2014: Riga memorandum – Important principles, including EGR as backbone for globalised business statistics, enhanced cross-country collaboration, etc.

6 Backbone role of SBRs To be strengthened
The concept of backbone role is more and more mentioned as an important factor to improve quality, coherence & efficiency of business statistics. The general idea is that SBRs should serve as coordinating mechanism. Business surveys should be linked to national SBRs, in the same way as human beings’ ribs are linked to their vertebral column (also known as backbone).

10 Interoperability Definitions
Interoperability is the ability of disparate and diverse organisations to interact towards mutually beneficial and agreed common goals, involving the sharing of information and knowledge between the organisations, through the business processes they support, by means of the exchange of data between their respective ICT systems. An Interoperability Framework is an agreed approach to interoperability for organisations that wish to work together towards the joint delivery of public services. Within its scope of applicability, it specifies a set of common elements such as vocabulary, concepts, principles, policies, guidelines, recommendations, standards, specifications and practices.

13 ESBRs scope Overall purpose = upgrade SBRs (including EGR) to a level enabling a quality of European business statistics that is not possible today Level of upgrade = variable depending on MS needs By upgrade it is meant: to optimise SBRs' potential for data linking. to reinforce SBRs’ backbone role to develop pre-requisites to allow the integration of the information from profiling to align practices in business registers improve cross-country comparability and accuracy of European estimates (e.g. reduce double counting, inconsistencies, asymmetries).

17 FRIBS Main ideas: A single regulation instead of plenty of specific, not integrated regulations (around 12 Council and EP Regulations and numerous Commission Regulations) – goals: comparability, consistency & efficiency  in the style of ESA Main elements: Well defined statistical units Key role of business registers (including EGR) Common metadata and classifications Exchange of micro-data

18 FRIBS Roadmap: Discussions are going on (WGs, BSDG, etc.)
An advanced version of the content is ready, but still need some discussion and the translation of technical issues into a legal text Commission proposal in 2015 Legislative procedure (Parliament and Council): adoption by end 2016 Expected implementation (first reference year): 2018
