11 What is the ESS EA RF A set of tools to be used by project/programme managers and ESS architects involved in the implementation of the ESS Vision 2020 The framework provides a common set of terms, methods, models and standards which form a starter set for the points that should be addressed in ESS Vision projects These tools build on the conceptual and global frameworks for Officials Statistics (such as CSPA, GAMSO, …) and aim to fill the gap between concepts and implementation.

They represent what the ESS should/will be able to do The realised by a combination of Processes, People & Organisation, Technology & Information, Methods, Standards and Framework Principles They provide norms (decision) and guidance (design) for project architects They enshrine the ESS Vision 2020 values The ESS capabilities model – the capabilities model identify and position the key capabilities required to implement Vision 2020 – capabilities are defined as practical ability to realise a business outcome by a combination of Processes, People, Organisation, Technology & Information, Methods, Standards and Framework. It serve as an anchor model for implementing the Vision The ESS business process model – this is a statistical process flow model which provides a generic process flow supporting the statistical value chain visualising the impact of the Vision ideas like new data source, industrialisation, data pool The ESS EA building blocks – identify the key functional building blocks supporting the implementation of the ESS Vision 2020 Principles– these are the principles to provide norms (decision) and guidance (design) for project architects More detailed Business Function architectures to be developed stepwise – the Business Function architectures translate capabilities, processes, building blocks, as well as design principles and standards into practical Business Function use cases Architecture building blocks They define bundle of functionalities necessary to realise the ESS Vision 2020 These are the basis for deciding what to share and what are the implementation standards

16 Business Capability “An ability that an organization, person, or system possesses. Capabilities are typically expressed in general and high-level terms and typically require a combination of organization, people, processes, and technology to achieve.” (TOGAF) The scope is to model what an organisation needs to be able to do independently of the specificities of particular processes or organisational structures.

Useful definitions Skill: The observable capabilities required in the execution of a job or task. They define "what" is performed within a job. Competency: A set of characteristics of an individual that are observable, measurable and predictive of performance within a given role or job. They are "how" the job gets done.

Methods and tools dev. for new statistics This slides provides a visual on what is in scope of the ESS vision and where ESS collaboration will be active. This is a subset of the full set of capabilities described in the ESS capability model for the management of statistical production. Other capabilities , more closely related to GSBPM like primary data collection, data processing, statistical analysis, are obviously important but they are not strictly considered as priorities for ESS cooperation. They are left for each organisation to take initiative on these. The BCM provides thus a frame to link various initiatives at ESS and national level. 24 ESS Consolidation (what do we share ?/ what is unique ?)
1. Autonomous: Business processes and systems are designed and operated without coordination with processes or systems in other units. This applies to those architecture components that are distinct. 2. Interoperable: Coordination is through interoperability. NSIs/Eurostat have the autonomy to design and operate their own solutions, as long as they have the ability to exchange information and operate together effectively (of the solutions). 3. Replicated: Coordination is through duplication. NSIs/Eurostat have implemented identical business processes, solutions and information. 4. Shared: There are common business processes, a single instance of a solution and information that is shared by all the NSIs and Eurostat.
