CONTROLLED PARKING ZONES - CPZs v COMMUTER PARKING EALING CLEVELAND WARD An overview dated 1 November 2012

What is a Controlled Parking Zone? http://www.wandsworth.gov.uk/info/473/street_parking-zones/218/parking_zones A Controlled Parking Zone (CPZ) is an area where all on-street parking is controlled. This means that parking is only permitted in designated parking bays and that the remainder of the kerbside space is subject to yellow line restrictions. Its main aim is to discourage commuter and long stay parking by people from outside the area. To make sure that this works fairly, zones are enforced by uniformed Civil Enforcement Officers (CEOs).

NO ‘RIGHT TO PARK’ There is no ‘Right to Park’ in English law Public highways are for ‘passing and re-passing’, not for stopping on Parking is TOLERATED Parking restrictions are a sign that parking is NOT TOLERATED

DEFENCES AGAINST COMMUTER PARKING The only regulatory defences available against the scourge of commuter parking are: a. Double/single yellow lines which apply to everybody all or most of the day b. CPZs which apply for a couple of hours each day but allow residents to park during that time for a fee of £45 a year The annual fee is not a charge for parking where you live, but the cost of preventing other people from parking where you live

COUNCIL CLOSES ITS CAR PARK In August 2010 the Council’s car park at Dickens Yard was closed for redevelopment Hundreds of Council staff sought all-day parking in the nearby streets

EALING BROADWAY WARD Ealing Broadway Ward residents took defensive action by extending the Drayton Green CPZ to defeat commuter parking creep from the two initial CPZs and Council staff parking displaced from the Dickens Yard closure Ealing’s CPZ Cabinet Paper dated March 2010 said: “It is considered that measures can be taken to reduce the impact of any parking displacement on neighbouring streets by providing a number of free parking bays along non-residential frontages within the CPZ. It is also felt that were the West Ealing CPZ extended to include both the core and outer areas, much of the parking pressures that currently exist wouldn’t be displaced. ……… It is hoped this distance will discourage commuters from parking in residential streets and convince them to seek alternative parking arrangements or an alternative means of traveling to work altogether.”

CASTLEBAR HILL BLOCKED The immediate impact of the West Ealing CPZ Zone HH was the displacement of commuter parking along Castlebar Hill and into the streets to the North, predominantly Castlebar Park and Queens Walk. Ealing Council had to take emergency action in September 2011 to install double and single yellow line restrictions along Castlebar Hill to restore two-way traffic flow.

CORNER PARKING ARGYLE ROAD Displaced commuter parking also caused dangerous parking at all the junctions in the Drayton Green area to the West of Argyle Road Ealing Council have just introduced double yellow lining on all those junctions to eliminate that danger – see following slides

DRAYTON GREEN REVIEW October 2012 Because of the displacement of commuter parking from the Drayton Green Zone NN, residents in what was the OUTER area of the consultation for that zone were invited to reconsider their Spring 2011 rejection of a CPZ -Response deadline 2 November

IF DRAYTON GREEN EXTENDS ITS ZONE! Any extension of the Drayton Green Zone will have a major effect on streets to the North of any new zone Cleveland Ward Councillors have been asked to obtain an early readout of the Drayton Green consultation results so that the likely displacement of commuter parking to remaining streets can be assessed by residents in the remaining streets

CASTLEBAR/PITSHANGER CPZ PROPOSAL Following a year of ‘anxious deliberation’ in the face of growing pressure from residents in the roads suffering from the displacement of commuter parking caused by Ealing Broadway Ward’s CPZ initiative, Cleveland Ward councillors have finally endorsed the CPZ proposal shown on the next slide Formal consultation papers are expected to be issued by Ealing Council to all households in the area later in November

FILLING IN THE BLANK SPACES Commuter parking will remain a threat to the daily lives of Cleveland Ward residents unless or until CPZ coverage is complete between the Uxbridge Road in the South and the A40 in the North and from the Ealing/Greenford railway line in the West to Hanger Lane in the East It is important that residents recognise and take action against the threat that faces them

THE CANUTE SYNDROME The 9th century Danish king tried to defy Mother Nature by ordering the tide to halt. He failed, got his feet wet, and concluded: ‘Let all men know how empty and worthless is the power of kings, for there is none worthy of the name, but He whom heaven, earth, and sea obey by eternal laws.' CPZs are a more reliable defence against the tide of Human Nature and should be used to our advantage.
