Perspectives of ratification of the HM Protocol by Ukraine: 1 (3) Harmonisation of Ukrainian and EU legislation is priority of all governments from early 1990s Law of Ukraine “On the State Programme for the Approximation of the Ukrainian Legislation to the European Acquis Communautaire" (March 2004) Ukraine has ratified a number of environmental agreements, including: - Stockholm Convention on POPs (September 2007) Implementation of Environmental Acquis, e,g. IPPC Directive About 200 European and international standards introduced Ukraine joined WTO on 16 May 2008 3 3

Perspectives of ratification of the HM Protocol by Ukraine: 2 (3) Interagency Working Group was created at MoE in accordance with the Cabinet of Ministers Order from July 1998 with participation of 17 governmental bodies The Concept of Strategy of Heavy Metals Emission Control was adopted by the Cabinet of Ministers Resolution from August 2000 National Action Plan for Heavy Metals Ambient Air Emission Control, first draft of 2000 Special survey of HM air emissions using new statistic form, training of involved officials Developing of guidance for HM air emissions assessment Developing of special software for collection and review of HM emissions data of main industries Annual reporting on HM air emissions by industrial installations by SNAP with updated statistic questionnaire 2-TP Air (about 70,000 respondents)

Perspectives of ratification of the HM Protocol by Ukraine: 3 (3) Problems: Lack of and low quality data on heavy metal emissions from industries Lack of consistent methodological approach, high cost of direct measurements of heavy metal emission in inventories Absence of PM10 (PM2.5) regulation and monitoring Lack of efficient control equipment in Ukraine High cost of heavy metals emissions abatement 5 5

Ownership of the main sources of HM emissions Industrial plants structure of ownership (National Statistics Committee of Ukraine, 2004): State – 2.0% Communal – 5.5% Private – 92.5% Private ownership: - Production of coke and oil products – 95.3% - Machine building – 97.3% - Metallurgy and metal working – 98.0% - Chemical and petrochemical industry – 98.2% After 2004 no new publications because of full dominance of private sector

Monitoring of HM pollution National Committee of Hydrometeorology is responsible for air quality monitoring, PM is measured at 76 stations in 48 towns: Samples taken twice per day - data presented as average per month 8 metals, including Pb and Cd No Hg Monitoring of soil contamination by heavy metals in 17 towns once in 5 years Ministry of Health has its own monitoring programmes
