What's explicit in the directive ? (1) Preamble 13 (clarifies) This Directive should not set requirements for the collection of new data, or for reporting such information to the Commission, since those matters are regulated by other legislation related to the environment.

What's explicit in the directive ? (2) NETWORK SERVICES Article 16(a) technical specifications for the services … and minimum performance criteria for those services, taking account of existing reporting requirements and recommendations adopted within the framework of Community environmental legislation …

What's implicit in the directive ? INTEROPERABILITY OF SPATIAL DATA SETS AND SERVICES Article 7(1) Relevant user requirements, existing initiatives and international standards for the harmonisation of spatial data sets, as well as feasibility and cost-benefit considerations shall be taken into account. Is there a user requirement for reporting? Who is the is the user requiring interoperability? Were they taken into account?
