2. MIWP Roadmap MIG-T Proposal for the procedure for updating the MIWP
MIG-P decides on the Work Programme. The MIG-P meeting in June 2016 will discuss and possibly decide on the future Work Programme for and beyond, taking into account the outcome of the INSPIRE REFIT evaluation and the orientation debate.
Next steps in the MIWP preparations:
As a result of the MIG-P discussion, the MIG-T can start discussing.
February 2016: COM (ENV, JRC) and EEA to come forward with a first draft working document for the Work Programme.
April 2016: This draft together with the minutes of the MIG-P will allow the MIG-T to provide input to the future MIWP.
In parallel, MIG-P members can discuss the document in their national coordination structures and prepare for the next MIG-P meeting.
June 2016: MIG-P to discuss and, if possible, endorse the new MIWP.

4. INSPIRE Priority setting Minimum rolling List of priority data sets

The MIG-P agreed to the following proposal for the development of a minimum list of priority data sets:
All MS are invited to have a look at the illustrative draft of the list of priority data sets that was prepared and circulated for this meeting.
It is proposed by COM to develop this list further together as a minimum, rolling list of priority data sets. The list could become a living document that can be amended as necessary (new legislation, change in reporting guidance …). Such a list has to be agreed upon by the MIG-P.
COM and EEA will further develop the existing example list into a proposal for the list for discussion. MIG-T will discuss, evaluate and further develop this list. The first version of the list is to be agreed upon by the MIG-P in June The MIG-P will also discuss and agree a timetable for solving any implementation gaps in relation to the data sets on the list. In particular for the obligations that have already expired, this should happen as soon as possible.

5. Enforcement, Compliance promotion and bilateral meetings
The Commission invites all 28 Member States to provide the Commission, in addition to the May 2016 INSPIRE report and any EU pilot requirements, with an action plan in May 2016 that gives a forward-looking perspective on planned actions to overcome the implementation gaps in their country.
The Commission will make all documents available in the shared space of the collaboration platform.

6. M&R 2019 The following roadmap is proposed:
For the next MIG-P meeting in June 2016, a Terms of Reference document for the new “Monitoring and Reporting 2019” work package will be prepared for discussion and endorsement. MS will be asked to participate in the work package.
In the MIG-P meeting of December 2016 a report with suggestions on streamlining of monitoring and reporting and their impact (e.g. do we need to change Commission Decision 2009/442/EC or not, if yes, how?) will be presented. The work will combine monitoring and reporting and build on the successful work of WP16. A detailed implementation roadmap for 2017 will be discussed and agreed.
In 2017 the new monitoring and reporting process is prepared by the MIG and the new process will be piloted, tested and implemented (technical and legal) as soon as possible.
