2 List of priority DS MIWP Annex 1 - Work Area : Priority list of data sets for eReporting MIG-P in Rome (12/2015): Coordination Team (CT) would come forward with a detailed list of spatial data sets that are explicitly required by reporting obligations under the EU environment legislation. 56 pieces of ENV legislation some 170 reporting obligations 45 reporting obligations involving spatial information 81 data sets identified with a legal obligation to report to the Commission reduced to a current total of 46 unique spatial data sets. An instrument for prioritization, scoping & steering MS should make these data sets available at least “as is” MS action plans to address implementation issues M&R indicators will be developed to measure implementation progress This list will be developed further Deepening by linking with INSPIRE spatial objects Widening by developing information pyramids (level 2,3 and 4) for ENV legislation MS are invited to discuss at national level the link of these data sets with the level 2 and 3 in the above-mentioned priority setting. Such related datasets should also be linked to the EU Geoportal.

3 Next steps Adoption and initiation of the proposed MIWP action (Annex I, Work Area 2, ). Timing Start: July 2016, after approval of MIWP. If necessary by written procedure. A dedicated MIG temporary sub-group coordinated and supported jointly by JRC and EEA to support: provision of the agreed priority datasets for environmental reporting “as is” detail conceptual mapping of the objects defined in reporting obligations with INSPIRE spatial object types, to be extended in time to include underlying data sets needed for reporting (information pyramids) development of interoperable reference data sets for environmental reporting as part of a larger reporting streamlining action (Fitness Check)

4 Feedback History: Work package discussed and drafted in MIG-T. Send out for MIG consultation. Consolidated proposal in MIWP Annex. MIWP annex shared with MIG-P for consultation. FR: INSPIRE community is not the right place to discuss reporting obligations and develop the list. DE: explicitly appreciate the list. EEA should align with the narrative and ENV streamline reporting obligations across policy units using the INSPIRE Directive. BE: Cannot agree until COM refines this list with an exact mapping of the directives with geographical data sets and inspire themes. COM puts necessary derogations in place to avoid breaching current legal obligations under the INSPIRE directive.

5 Feedback BE: How does this relate to document "Study to Support the Review of Environmental Monitoring and Reporting Obligations" made available to the participants of the MIW workshop. And more importantly, how will the next step of the analysis reported on in that document affect this list in light of the added administrative burden of adapting one dataset to two different reporting obligations from two different European Directives?
