48th meeting of the MIG permanent technical sub-group (MIG-T), MIWP Action ”Priority List of E-Reporting Datasets” Progress and Outlook Darja Lihteneger (EEA) On behalf of Co-Chairs (Stefan Jensen and Joeri Robbrecht)

2 Context Monitoring and Reporting under environmental acquis as a priority use case for developing pan-European products building on INSPIRE Key aspect is to ensure a cross-cutting impact of this action across different Directives, maximising the reuse of INSPIRE data sets in reporting obligations / usage domains An important contribution to the Action Plan on streamlining environmental reporting, applying the “once-only” principle on underlying INSPIRE geospatial data sets (Rolling) List of priority data sets for e-Reporting identified following Fitness Check evaluation of environmental reporting.

3 MIWP subgroup Temporary MIG sub-group (including INSPIRE and EIONET experts), part of MIWP Coordination by EC-ENV and EEA Scope of the sub-group is in a nutshell to: Further develop and clarify the list of data sets related to environmental reporting Support MS in making the priority data sets accessible through INSPIRE infrastructure Provision of help and support in data modelling and transformation according to INSPIRE Set up a platform to exchange MS experiences and provide feedback on conceptual mapping and proposals for streamlining ROs Meetings: Kick Off Meeting in Kehl (DE) back-to-back to the INSPIRE Conference (4 September 2017) 2nd Meeting in Copenhagen (DK) back-to-back to the NRC-EIS meeting (23 November 2017) 3rd Meeting - web-conference (20 February 2018) Note that this action does NOT change existing legal provisions or deadlines of INSPIRE Directive

MIWP Work Programme Current activities: 4 Core Tasks: T1: Manage and update the priority list of e-Reporting data sets T2: Make data available as-is: identify data sets, document metadata, make metadata and data available on the EU INSPIRE Geoportal by providing network services T3: Discuss common and interoperable European data models per reporting obligation/data flow that are fit for purpose for the envisaged use case T4: Monitor the availability of pan-European data sets

air, noise, nature, water, industrial accidents, Industrial emissions, waste 23 diverse pieces of legislation (legal basis) 47 Reporting obligations and requirements 96 Relevant - detailed spatial data sets

T2 Progress and outlook T2: Make available data sets as-is To identify PDS through metadata tagging with keywords INSPIRE Priority data set metadata code list is published in INSPIRE Registry, Hierarchical code list (from general description to detailed description) – table and tree view Agreement to start piloting the metadata tagging focusing first on the biodiversity and nature data sets Tagging: Recommended to apply the best fitting most detailed code Providing one keyword (code) in metadata tagging is enough Recommended to apply several detailed codes from diverse domains to indicate the data set fits into diverse thematic domains (reporting obligations), where feasible All PDS proposed to be identified, tagged and made available by 15 May 2018 All encouraged to continue tagging after 15 May 2018

T3: Common and interoperable European data models per reporting obligation/data flow Task not yet addressed directly by the sub-group Stepwise approach to be agreed upon and worked through in 2018 A few European Directives are candidates for harmonised European data models in reporting data flows T4: Monitor the availability of pan-European datasets JRC has developed a Thematic Viewer that facilitates access to MS priority data sets Presentation and discussion to follow in the MIG-T meeting
