Purpose of Presentation To present the 2016/17 CDA Annual Report to the Portfolio Committee on Social Development C D A CDA: March 2019

Background The Annual Report of the CDA for the period 1 April 2016 – 30 March 2017, describes the activities and achievements of the CDA and its support structures Report focused its achievements on Demand, Supply and Harm reduction The NDMP provided strategic direction to the country’s efforts to deal with the use and abuse of substances C D A CDA: March 2019

Overall Goal of the Central Drug Authority (CDA) Goal: Measurable reduction in substance abuse Impact: Reduction in substance abuse and related social ills such as poverty, HIV/AIDS, sex work, crime etc Outcome: Improved quality of life through implementation of integrated Departmental and Provincial Drug Master Plans and Reports C D A CDA: March 2019

The Extent of Substance Abuse Substance abuse levels have increased and younger children have access to harder drugs The abuse of substance transcends all age groups and the hardest hit is the youth Schools are gradually becoming a haven for drugs and parents and educators are adversely affected by the problem There is an increase in liquor outlets C D A CDA: March 2019

Trends in Substance Abuse Data derived from the South African Epidemiology Network on Drug Use (SACENDU) (January – June 2016) Data collected from 14 specialist treatment centres, a total of 3989 service users were treated The most common substance of abuse is Cannabis This was followed by alcohol (18%), and heroin (12%) The abuse of opiates (heroin and Nyaope) as a primary substance of abuse accounts for 606 of admissions (17%) Children under 20 years that are reporting for treatment account for 29% of the population There is increase in heroin and nyaope use, injecting drug use and sharing of needles (Bluetooth) Other issues are abuse of Over-the-counter drugs and prescription medicines such as slimming tablets, analgesics and benzodiazepines C D A CDA: March 2019

Achievements of the CDA Activities Achievements Provincial Substance Abuse Forums All the nine Provincial Substance Abuse Forums functional and sustained Audit of the Local Drug Action Committees (LDACs) Audited LDACs at four provinces: Mpumalanga (18), Limpopo (4), Gauteng(137) and Eastern Cape (9) Conducted the workshops on the implementation of the NDMP to Provinces and national departments Enhanced the ability of Provinces and National Departments to understand and implement the NDMP through capacity building CDA Committees The CDA Committees have been established, tasked and performed as expected Develop Policy Brief of the Implementation Evaluation Policy Brief was developed and is available and it provided the overview of the DNDMP Implementation Evaluation C D A CDA: March 2019

Achievements of the CDA Activities Achievements Coordinate the INCB meeting Members of INCB held Bilateral discussions with IMC –Ministers. They visited FF Ribeiro Treatment Centre, National department of Health, SAHPRA, SAPS, SARS and discussed gaps in reporting. Awaiting findings report from INCB Compile the CDA Annual report for 2015/2016 CDA compiled the CDA Annual Report 2015/2016 and the report was tabled Continued with the review of NDMP 2013/2017 Review continued. National departments and province, as well as relevant clusters were consulted. Draft National Drug Master Plan 2018 – 2022 was finalised Participate in Implementation evaluation of NDMP Debated the NDMP evaluation recommendation that CDA be strengthened and it authority be restored C D A CDA: March 2019

Achievements of the CDA Activities Achievements Cannabis position paper The CDA developed the full report based on the Cannabis Round Table Resolutions Develop CDA Business Plan CDA developed a business plan that highlighted activities for the year and their budgets Draft the UNGASS outcome document with SANAC CDA partnered with the SANAC to prepare for the South African Position document for UNGASS Participate in the AU experts workshop The CDA participated in the AU Experts workshop which was held in Cape Town. CDA presented country report on AUPA implementation Participate in the Festive Season campaigns CDA participated on Festive season campaigns and reached general populations in Malls, Taxi Ranks etc C D A CDA: March 2019

Achievements of the CDA Activities Achievements Conduct Foetal Alcohol Syndrome (FAS) workshop in Mpumalanga 17 LDAC members were capacitated to manage the Foetal Alcohol Syndrome (FAS) Participate in the 1st Drug Policy week CDA participated in the 1st Drug Policy Week . The CDA presented on the NDMP 2013/2017 C D A CDA: March 2019

National Departments’ Achievements regarding Demand Reduction outcomes Activities Achievements South African Police Service Conducted Substance abuse awareness campaigns in schools Number of awareness campaigns conducted 99.83% of target (1210 of 1212 schools) 83 campaigns conducted Department of Trade and Industry Published liquor Amendment Bill Bill published for public comment Department of Justice and Constitutional Development Develop and implement annual plans for public education on substance abuse and legal consequences All planned interventions implemented. i.e. 19 campaigns. 56 131 persons reached in 270 interventions C D A CDA: March 2019

Financing the Strategic Plan of CDA The Department of Social Development provides and controls the technical, financial and human resources support to the CDA An amount of R5 731 000 was allocated for use by the CDA C D A CDA: March 2019

Key Challenges The NDMP is not aligned to Medium Term Strategic Framework(MTSF) Provincial Departmental representation at the Substance Abuse Forums inadequate Improvement of access to and affordability of treatment for all the population groups Reduction of duplication of services and avoidance of working in Silos to ensure that the scarce of resources are used optimally C D A CDA: March 2019

Key Challenges (2) Members of the CDA’s support structures are enabled to align the NDMP 2013 – 2017 to the needs of their local communities Departmental Drug Master Plans meet the needs of their target groups and implemented in a manner that records achievements in terms of outcomes rather than activities The Improvement Plan of the Department of Performance Monitoring evaluation be implemented Government departments represented in the CDA do not submit their reports on time CDA commenced with the preparation for the 3rd Anti- Substance Abuse Biennial Summit and the event was not held C D A CDA: March 2019

C D A Key Recommendations Authority of the CDA be enhanced Adequate resources be allocated to all the departments represented in the CDA Partnership between the CDA, the UNODC and other relevant stakeholders be strengthened A cost effective data warehouse system be created and developed whereby reports from relevant departments can be deposited Capacity building of the LDAC to continue C D A CDA: March 2019
