ADVOCACY AND MOBILISATION PLAN ON THE DBE NATIONAL POLICY ON HIV, STIs AND TB AND THE LEARNER PREGNANCY POLICY IN SCHOOLS PRESENTATION TO SOUTH AFRICAN PRINCIPALS ASSOCIATION

2 Purpose To request the meeting to note the Advocacy and Mobilisation Plan on the DBE National Policy on HIV, STIs and TB Policy and the Prevention and Management of Learner Pregnancy in Schools Policy

3 Discussion The DBE promulgated the National Policy on HIV, STIs and TB on 14 August 2017 CEM approved the National Policy for the Prevention and Management of Learner Pregnancy in Schools on 20 March 2017 These Policies have been developed to mainstream the Department’s response to HIV and AIDS and teenage pregnancy, and to mitigate their negative impact on educational outcomes Both Policies make bold provisions that our schools become access points for much needed Comprehensive Sexuality Education (CSE) and Sexual Reproductive Health Services (SRHS) by DOH and other partners

4 Discussion Successful implementation of these Policies depends on the total buy in at Provincial, District, Circuit and Schools levels To facilitate the buy-in of all stakeholders, the Department has planned an advocacy and social mobilisation programme The advocacy drive will engage all stakeholders on feasible ways to provide SRHS provision to learners Key educational stakeholders, DSD, DOH, academics/reserachers and civil society who will be key in supporting the Department will be invited to attend the workshops

5 Implications for Role-players
Provincial Officials and District Directors are requested to support the roll out of Policy Provisions in their Provinces and Districts. SGBs and School Principals are requested to provide enabling environment for the provision of services. Other government departments and NGOs to support with service provision.

6 Implementation Plan The Advocacy and Mobilisation drive will take a one day workshop format per Province and the following are confirmed dates: Province Confirmed Dates Limpopo February 2018 Gauteng March 2018 North West Free State KwaZulu-Natal Mpumalanga Northern Cape April 2018 Eastern Cape Western Cape

7 Organisational anD Personnel Implications
The DBE Officials collaborating with Provinces will be responsible for coordinating the overall advocacy strategy. District Officials are expected to engage the school management teams and school governing bodies on the provisions of the Policies. School principals and SGBS to engage partners on service provision.

8 Communication Implications
A comprehensive communication plan to promote these policies at all levels will be developed, with communications unit. Use of all media platforms in particular local media and meetings to support advocacy activities

9 Recommendations The meeting to note the Advocacy and Mobilisation Plan on the DBE National Policy on HIV, STI and TB Policy and Learner Pregnancy Policy; and SAPA to support its implementation in provinces
