2. 1. BACKGROUND:ISIBINDI
The Department of Social Development (DSD) is mandated by both the Constitution of South Africa, and the Children’s Act, 2005 (Act No 38 of 2005) to provide social security, care and protection services to children.
DSD was unable to reach all the Orphaned and Vulnerable Children (OVC) because of the shortage of social service professionals in both government and the NGO sector to respond adequately to the demand for services.
As a result of this gap in service delivery, DSD identified a community based model namely Isibindi which has been developed and tested by the National Association of Child and Youth Care Workers (NACCW).
This model was developed in response to the high numbers of Orphaned and Vulnerable Children (OVC) as inter alia the result of HIV and AIDS.

3. 2. KEY DELIVERABLES OF THE PROJECT
The FOUR key deliverables of the project over a 5-year period include:
Prevention, early intervention and protection services provided to 1.4 million orphaned and vulnerable children;
400 NGO partners capacitated to implement prevention, early intervention and protection services to children;
Accredited child and youth care training capacity in all 9 provinces;
Creation of decent jobs and career paths for community child and youth care workers mainly in rural areas.
