China Under Hua Guofeng By: Raymond Morales

Background 16 February 1921- 20 August 2008 Born in Jiaocheng County, Shanxi Province Joined the communist party in 1938 Moved with the PLA to Hunan in 1949, where he married Han Zhijurn, and remained there as a local official until 1971. Supported the Cultural Revolution and led the movement in Hunan.

Rise to Power Appointed propaganda chief for the county Party Committee in 1947. In 1952, he was appointed Secretary of Xiangtan Special District. In December 1970, he was elected new chairman of the Revolutionary Committee as well as first secretary of the CPC Hunan Committee. Became head of party leadership in the province during the later stages of the Cultural Revolution. Elevated to the national stage in early 1976 and was known for his loyalty to Mao.

Rise to Power In 1976, he was named acting premier after the death of Zhou Enlai Mao chose Hua as permanent premier over his wife and Deng Xiaoping Ordered the arrest of the Gang of Four just days after Mao’s death In 1977, Deng Xiaoping was restored to his former position as vice premier

China Under His Rule His rule marked the end of the Cultural Revolution. Economic and political programs tried to restore Soviet-style industrial planning and party control. Supporters of Deng Xiaoping rejected his ideas and argued for a more market- based economic system. Implemented more Communist Propaganda in people’s lives.

Ousting Deng Xiaoping gradually gained control over the CCP Hua was denounced for promoting the Two Whatevers policy He was replaced by Zhao Ziyang as Premier in 1980, by Hu Yaobang as Party Chairman and by Deng himself as chairman of the Central Military Commission in 1981.

Aftermath Hua gave self-criticism sessions and eventually renounced the Two Whatevers policy as a mistake. Demoted to junior Vice Chairman Post was abolished in 1982 so he remained an ordinary member of the Central Committee

Legacy Ousting demonstrated the unimportance of official titles in the Chinese Communist Party during the late 1970s and early 1980s. Helped establish a norm within China that political leaders who lost power struggles would not be physically harmed or jailed. Remembered largely as a transitional figure.
