ESP 2013 – Environmental Sustainability (1) “Provide environmental accounts, and climate change-related Statistics, taking into account international developments in this area.” Following the adoption of the three first modules of environmental accounts, efforts will be made in the data collection phase including quality assessment of the data and improvement of timeliness of some aggregates; A new batch of modules of environmental accounts will be submitted to the legislator and the negotiation process in the European Council and Parliament will extend during the year. These modules will be environmental goods and services, energy, and environmental protection expenditure; The European strategy for environmental accounts, approved in 1998, will be updated taking into account in particular the amendments made by the European Parliament when adopting the first batch of accounts and the recently adopted international statistical standard, SEEA;

ESP 2013 – Environmental Sustainability (2) “Provide environmental accounts, and climate change-related Statistics, taking into account international developments in this area.” Work on building indicators from the environmental accounts will be pursued following the action plan established in the Sponsorship on measuring progress, well-being and sustainable development; Communication and dissemination actions will be undertaken in order to maximise the awareness and utility of the accounts; in particular, analytical projects that give value to the link between environmental and economic accounting will be published; Rapid progress on the implementation of new modules of environmental accounts in Member States will be supported via Commission financing.

ESP 2013 – Environment Statistics “A set of key environmental statistics on resources, such as on waste and recycling, water, raw materials deposits, eco-systems services and biodiversity at national and where possible regional level, and a set of key climate change related statistics to support mitigation and adaptation actions and policies at all relevant levels from local to EU level.“ Eurostat will maintain on its web the set of resource efficiency indicators produced by different Commission services and step up those produced by Eurostat in order to improve availability, quality and timeliness; The data centres for which Eurostat has responsibility will be maintained taking care of their homogeneity and quality; Forestry statistics will be adapted to take into account the needs emerging for environmental accounting as established in the SEEA; The quality and availability of water statistics will be enhanced by focusing on those datasets with highest importance and promoting the better flow of data between national organisations; The work on this area will take into account the UN FDES.

ESP 2013 – Geospatial Statistics “Support evidence-based policy-making by a more flexible and increased use of spatial information combined with social, economic and environmental statistical information.” Work will focus on enhancing the links between geospatial and statistical information including the promotion of these activities at national level. In particular, this would lead to establishing interoperability between statistical and geographical data models and to the incorporation of geo-referenced statistical data in geographical datasets; The Geostat 1b project will provide grid based demographic information for the EU; All data sets hosted by Commission services will be integrated by means of the internal inspire@ec portal. Their interoperability will thus be enabled; Eurostat will redefine this role in the INSPIRE initiative focusing mainly on the statistical aspects while maintaining renewed commitments within the Commission services; The results of the LUCAS 2012 survey will be made available and a strategy for the future of Land Use/Land Cover information will be submitted to Member States via the relevant Directors’ Groups. 8

ESP 2013 – Other Sectoral Statistics “Provide quality energy and transport statistics to support the policies of the EU.” Work will focus on improving timeliness and quality of energy and transport statistics in particular for most aggregated data and specific indicators; The work on estimating CO2 emissions from transport and energy will be pursued and results will be published; The linkage between energy statistics and energy environmental accounts will be strengthened; The project on transport intermodality will deliver proposals aimed at a more harmonised and integrated transport statistics legal framework; Proposals on transport mobility will be submitted for discussion with Member States, international organisations, and Commission services. 9

ESP 2013 – Agri-(environmental) Statistics “Provide quality agriculture, fisheries and forestry statistics for the development and monitoring of the Common Agricultural and Fisheries Policies reflecting key European strategic objectives related to sustainability as well as rural development by carrying out regular activities related to the development, production and dissemination of statistics.” A Regulation for the new system of farm surveys will be submitted to the legislator. The proposal will enable flexibility for responding to evolving needs mainly in the areas of agriculture and environment, rural development and production and management practices; A simplification of the catches regulations for fisheries statistics will be proposed in direct cooperation with the relevant Commission services; Agro-environmental indicators, in particular in the areas of nutrient balances will be developed; The processes of production of agricultural statistics will be analysed and improved so that they become more efficient and provide more timely results. 10 10
