Presentation on theme: "Item 9.6 Mainstreaming geo-statistics"— Presentation transcript:

1 Working Party on Regional Statistics and Rural Development Luxembourg, 1-2/10/2012
Item 9.6 Mainstreaming geo-statistics Daniele Rizzi, Eurostat Unit Regional indicators and geographical information

2 A vision for geostatistics INSPIRE and statistics
Summary A vision for geostatistics INSPIRE and statistics The GEOSTAT project(s) Conclusions

3 A vision for geostatistics
Eurostat internal discussions Streamline the contribution to INSPIRE Support to Commission geospatial framework and activities Strengthen the integration of geospatial and statistical information Build on existing experiences and initiatives Raise awareness and initiate a long term process in the ESS

4 A vision for geostatistics
DGINS Conference 2012 (Prague, September) ESS Coordination of Geospatial Information and Statistics Eurostat background paper: All statistics have a spatial dimension: a vision for production efficiency, cost reduction and generation of more accurate and value added information "What is needed to achieve the objective of improving the EU information capacity is a more in-depth and integrated approach, where spatial dimension, at the most appropriate level of accuracy, is associated at all stages of the statistical data production cycle."

5 A vision for geostatistics
Growing importance of GIS for statistics Mutual benefits for both areas - cross fertilisation Challenges for the ESS: The geographical – statistical divide Cooperation in the ESS – ESS-NMAs Creation of an effective information infrastructure Methodological issues Accessibility and interoperability issues Georeferentiation at the core of the production process

6 A vision for geostatistics: an action plan
Define priorities Define the appropriate degree of harmonisation and the appropriate instruments Projects to support and demonstrate the vision Foster the links between NSIs and NMAs, develop/integrate MSs and EU location strategies INSPIRE statistical component Awareness raising, training The global dimension, GGIM

7 A vision for geostatistics: first steps
GISCO Working Group 8-9 March 2012 Workshop on the combination of geospatial information and statistics, May 2012 Call for proposals on "Merging statistics and geospatial information in Member States", May-July 2012 Paper to DGINS 2012 ESSC 2013

8 Grants on "Merging statistics and geospatial information in Member States"
Objectives: Improving the integration geo-information and georeference into the statistical production process Illustrating how linking geo- and statistical information provides additional value and creates new information Designing innovative web applications to show the spatial distribution of statistics

9 11 proposals submitted, 8 selected for funding
Grants on "Merging statistics and geospatial information in Member States" 11 proposals submitted, 8 selected for funding Wide range of proposed actions and mobilised resources, in line with the call for proposals Web applications, data dissemination Use of standard web services for linking statistical and geographic information (TJS) Census georeferentiation, data collection and use Start late 2012/January 2013; duration 6 to 24 M New call for proposals in 2013

10 INSPIRE Regulation on Annex II and III data specifications finalized, committee vote early 2013 Draft guidelines for all themes already available Population distribution – demography Statistical units Utiity and governmental services Environmental monitoring facilities Production and industrial facilities Agricultural and aquaculture facilities Energy resources

14 The GEOSTAT action – representing the 2011 Census on a 1km² grid
Long tradition for population grids in Scandinavian countries (since '70s) The European Forum for Geostatistics 1998, 32 countries, voluntary cooperation, annual conferences, promotion of geocoded statistics In 2004 the JRC released an estimated population density grid for Europe In 2009 the EFGS produced a hybrid version with register data for a number of countries 2010 launch of the GEOSTAT project

15 The GEOSTAT action: three stages
GEOSTAT 1A: the foundations User requirements Methods Guidelines Network of experts GEOSTAT 1B: Test Document Convince GEOSTAT 2: the census grid dataset Already available

16 The GEOSTAT action: issues and challenges
Getting more than population Confidentiality management (harmonisation) Update and sustainability Business model Getting geocoding into the mainstream of statistics Improve disaggregation New sources of information (enumeration areas, …) Input from Academia Application of geostatistics Data integration

18 Conclusions Integrated, streamlined collection and flow of information
The early in the production process, the most effective and less costly Geostatistics and spatial analysis Detailed input can be aggregated at the appropriate degree of generalization Appropriate implementation of restrictions on disclosure of confidential data is possible Collect/Report once, use many
