1 Hans Dufourmont Eurostat Unit E4 – Structural Funds
The proposal for a Directive of the European Parliament and of the Council establishing an Infrastructure for Spatial Information in the Community INSPIRE : (COM(2004) 516 final of 23 July 2004) Base elements for WFD reporting Workshop on Common GIS reporting for Water Information System in Europe Brussels, 15 november 2004 Hans Dufourmont Eurostat Unit E4 – Structural Funds

2 INSPIRE objectives Make relevant, harmonised spatial data available for Community Environmental Policy (formulation, implementation, monitoring and evaluation - Art. 175(1)) and for the citizen ... … through the establishment of integrated spatial information services, based upon a distributed network of databases, linked by common standards and protocols to ensure compatibility.

3 INSPIRE principles Geographical information should be:
collected once and maintained at the appropriate level; seamless; shared; available; easy to find and access; presented in an understandable visual form.

4 Geometric consistency High level semantic and logical consistency
Topological consistency Semantic consistency Logical consistency

5 INSPIRE overview General provisions; metadata;
interoperability: harmonised specifications for spatial data sets as described in Annexes I, II, III of the proposal for a Directive and spatial data services; network services; data-sharing, and re-use; co-ordination and monitoring mechanisms; final provisions

6 I - general provisions Establish an infrastructure for spatial information in the EU to support: environmental policies and policies that directly or indirectly affect the environment, Based on infrastructures of the Member States that include metadata, spatial data sets and services; network services; agreements on sharing, access and use; and co-ordination and monitoring mechanisms, processes and procedures.

7 Annex I data Annex II data
Elevation Identifiers of properties (incl. addresses) Cadastral parcels Land cover Ortho-imagery Co-ordinate reference system Geographical grid system Geographical names Administrative units Transport networks Hydrography Protected sites Annex III data other thematic data

8 II - metadata Establishment of catalogues for spatial data and for services Progressive implementation until 6 years after entry into force of Directive Metadata is the “fuel” of the search engine to the spatial information

9 III – Harmonisation and interoperability
Harmonised spatial data specifications the key to solving problems with data inconsistency adopted through comitology more stringent for Annex I and II than for Annex III earlier for Annex I than for Annex II and III Arrangements for the exchange of spatial data

10 III – Harmonisation and interoperability
Harmonised spatial data specifications Common system of unique identifiers for spatial objects Relationship between spatial objects Key attributes and multilingual thesauri How to exchange the temporal dimension of data Updates exchange Consistency between items referring to the same location Consistency between information referring to the same object at different scales Implementing rules by 2 years after entry into force for Annex I 2 years after adoption of the implementing rules: new or updated spatial data must be compliant
