Computer Automated Dispatch Project Close Out September 26, 2018 Presenters: Laura Gonzales, Project Manager Mel Lee, Chief Information Officer

Project Purpose Replace the previous Computer Aided Dispatch (CAD) system, which was at end of life, with a modern integrated CAD and Mobile Public Safety (MPS).

Accomplishments The New Mexico Department of Public Safety (NM DPS) replaced the previous Computer Aided Dispatch (CAD) system, which was at end of life, with a modern integrated CAD. The CAD system is one of the core systems DPS provides to the state police and other law enforcement agencies (LEAs).

Accomplishment The CAD solution modernized the NM DPS incident management capabilities by providing a robust platform to meet the high demands of its dispatching operations and field units. The CAD system is used to dispatch 911 calls to officers, map the call location, provide automatic vehicle location (AVL) for officers in the field, and provide National Crime Information Center (NCIC) access within the application.

Accomplishments The solution will also help the agency achieve its long-term goal of expanding incident management capabilities to other agencies across the state. NM DPS is allowing other Federal, State and local entities to become partners in using the software. This allows smaller agencies to use a modern CAD system with a lower barrier to entry and lower long-term cost of using the system. There are two levels of service available: Full Service Dispatch and Software Only Dispatch for public safety answering points (PSAP)s.

Lessons Learned NM DPS learned to work more closely with partner agencies during the planning phase to determine the way the partner agencies plan to use the new system. The way that original licenses were estimated did not take into account partner agencies use of new features. In the future, NM DPS will spend additional time with partner agencies and their sub-agencies to ensure that we explain the future capabilities of a system and that we understand their expectations in regard to use of such systems.

Lessons Learned NM DPS learned about the lack of sufficient GIS data statewide and the importance of having such a system in the future. GIS data and mapping are a key component to a modern CAD system. In the future, NM DPS will participate and champion better centralized GIS data in New Mexico which will meet this need. This will allow future projects to access that data as well.

Lessons Learned NM DPS learned that additional checks need to be provided at partner agency sites before going live. ANI/ALI set up appeared to be functional at partner agency sites after go live. NM DPS IT Operations made notes of this issue and added it to their documentation/check lists that they will use in the future for additional go lives at new agencies. IT noted that this is a living document and will be updated with go lives and/or upgrades, as appropriate.

Future We are currently working with White Sands Missile Range on their expressed interest to join the NMDPS CAD. Hexagon has recommended that we consider an upgrade in 18 months. NMDPS expects resources to be committed to the RMS project and plans to consider the appropriateness of the upgrade timing based upon the RMS project requirements.

Certification Request PCC is requested to certify the Computer Aided Dispatch project closed out.
