1 The Monitoring Association
ASAP-to-PSAP Jay Hauhn The Monitoring Association

2 Replace 100 year old technology with modern technology !
Why ASAP ? Replace 100 year old technology with modern technology !

3 ASAP History Alarm Monitoring industry has long known the need. Multiple efforts last two decades. ASAP grew out of APCO / CSAA relationship. Three significant accomplishments are now driving success: APCO/ANSI 2008 External Alarm Exchange standard (updated 2014) Nationwide connectivity enabled by Nlets TMA creation of “National Service” based on “Message Broker” APCO/CSAA ANS Alarm Monitoring Company to Public Safety Answering Point (PSAP) Computer-aided Dispatch (CAD) External Alarm Interface Exchange

4 ASAP Message Broker Performs three roles
Protocol Translator between Automation and CJIS messages Security filter Only PSAP authorized communication with identified central stations Logging Point All ASAP Messages to/from PSAP are logged here 11/28/2018

5 Nlets and State CJIS Systems
The Primary Enabler: Nlets Nlets communicates with all 50 states and other territories The state CJIS systems cover about 80% of the PSAPs Primarily Law Enforcement Fire/EMS only PSAP solution is being designed

6 Communications Network

8 ASAP Complexity Nationwide IT project designed to:
Connects dozens of disparate platforms Connect hundreds of networks in hundreds of locations Utilize Nationwide Nlets as transport, stringent security policies Transport through IT infrastructure in all 50 states. Ultimately connect to over 6,500 PSAPs Integrate with multiple PSAP CAD provider software platforms Network connection with hundreds of monitoring centers Integrate with multiple monitoring center Automation platforms TMA developed “Message Broker” for all messages Currently involves coordinating with hundreds, eventually thousands of individual IT organizations.

9 Benefits of ASAP Service
Accuracy and Efficiency Reduce number of calls to non-911 lines Eliminate errors common with voice communications: Sound level - volume Regional or ethnic accent, dialect Regional dialect or terminology Virtually eliminate incident address errors Reduction in time per event

10 NG911 vs ASAP NG911 adds new modalities to PSAPs call taking
Text Messages Images/Video PSAP manager’s are looking at workload increases for call taking – NG911 is about call taking ASAP is one capability that reduces call taking workload ASAP allows call taking to focus on the public where they are needed 11/28/2018

12 Monitoring Company Costs
TMA member companies participating in ASAP pay an annual fee Upgrade existing Automation Software to version that supports ASAP Dedicated VPN Connection to TMA Message Broker Data resource for addresses verification support Consulting services for PSAP testing and connectivity (technical resources) Operates Revenue Neutral, Not a for-profit program

13 Central Station Cost Savings
Average reduction of time per call minutes 189,956 dispatches in last 15 months Equates to approximately 4,748 hours At $80 per hour, total savings of $379,920 Not counting 2nd calls, PSAP updates, etc

14 PSAP Costs Possible CAD Software upgrade that enables PSAP interface
Connection with state message switch (IT technician) Contracting with a TMA recognized implementation consultant/project manager Assistance with address verification (PSAP resource)
