2. Business Needs
The New Mexico Law Enforcement Records Bureau (LERB) plans to transition the state from Summary Reporting System to National Incident Based Reporting System-certified reporting.
The FBI is requiring the state to be NIBRS compliant by January 1, 2021.
This implementation will improve the overall quality of crime data.
The transition will happen in two (2) phases: the first phase will be the planning phase. This phase will begin the planning and develop a plan to move forward with implementation.
All initiation funding has been secured by a noncompetitive planning grant.

3. Planned Solution
The LERB Uniform Crime Reporting unit will work to establish a comprehensive method to comply with the NIBRS reporting standards. Replacing the existing SRS method with the new NIBRS reporting standard will:
Improve crime statistic accuracy by increasing the data elements fields.
Provide a better picture of crime in our communities, allowing for proactive law enforcement responses (crime hotspot).
Allow for other law enforcement agencies to interface for less discrepancies.
Allowing the ability to track and retrieve statistical data.
Provide more transparency by displaying statistical data to the public.
UCR will become FBI compliant by their deadline of 01/01/2021.

6. Risk
Risk 1 - Project manager will not be hired to meet the time constraints of the grant.
Mitigation Strategy: Select vendor that has already implemented this type of solution in another state or agency.
Contingency Plan: Extend timeframe and continue the current manual process.
Risk 2 – Law enforcement agencies struggle to adopt the NIBRS system.
Mitigation Strategy: Communicate with agencies by holding regional informational conferences, sending out surveys about NIBRS and their current systems, informational s and phone calls. Also, use a test environment phone to provide update on for interface compatibility and training for end users.
Contingency Plan: Schedule training and offer training materials to the agencies.

7. Request for Certification of Initiation Phase
NMDPS LERB is seeking to utilize funding estimated at $330,789 from the non-competitive grant awarded to DPS LERB, to contract a project manager, IT consultant and onboard IV&V services.
We seek your approval to proceed with the Initiation Phase of this project.
