2 Business Needs The New Mexico Law Enforcement Records Bureau (LERB) plans to transition the state from Summary Reporting System to National Incident Based Reporting System (NIBRS) certified reporting. The FBI is requiring the state to be NIBRS compliant by November 20, 2020. This implementation will improve the overall quality of crime data. All funding has been secured by a noncompetitive grant.

3 Planned Solution The LERB Uniform Crime Reporting unit will comply with the NIBRS reporting standards by 11/30/2020: Contract Project Manager to manage the project. IT Consultant to work with COTS vendor to develop & test interfaces with all the 118 Law Enforcement Agencies for the data elements needed for NIBRS reporting. COTS Vendor selected to implement NIBRS system. Uniform Crime Reporting (UCR) will report 3 consecutive months of data with < 4% error rate to become FBI compliant by 11/30/2020 deadline.

7 Risk Risk 1 - Repository Vendor will not be hired in time to meet the time constraints of the grant. Mitigation Strategy: Select a COTS vendor that has already implemented NIBRS solution in another state and contract with a state wide price agreement vendor. Execute contract before statewide price agreements expire on 6/30/19. Contingency Plan: Extend timeframe with the risk of non-compliance and loss of Federal Grant funds . Risk 2 – IT Consultant will not be hired in time to meet the time constraints of the grant. Mitigation Strategy: Hire contract IT Consultant and execute the contract before statewide price agreements expire on 6/30/19. Contingency Plan: Start gathering interface and customization requirements as soon as IT Consultant is onboard.

NMDPS LERB is seeking to utilize funding of $1,445,550 from the non-competitive grant awarded to DPS LERB for the following: Project manager contract IT consultant contract IV&V services contract and COTS Repository Vendor contract We seek Planning Certification and approval for release of funds
