Registry Update Project updates: Gas Cost Allowance Well Status

Gas Cost Allowance (GCA) Project GCA Committee and Sub-committee established and convened during Q3 and Q4 2004. DOE acting as Project Sponsor. PRA will be fully engaged in this project Q3/Q4 2004 and Q1 2005 (development / testing / training / communication etc.). AC1 functionality delivered first (by Oct/05). AC2-AC5 functionality by Feb/06.

Well Status Project EUB acting as Project Sponsor. Registry currently fully engaged in development / testing phase. Implementation, with new screens, scheduled for first week of April 2005. Training Modules are expected to be updated prior to this date. Further communiqué forthcoming from the Registry – watch for tips/alerts in addition to documentation directly from the EUB.

DOE Update Provisional Assessments DOE APMC Oil Penalties

Provisional Assessments

DOE APMC Oil Penalties Drafts of the Petroleum Marketing Guidelines, and the Royalty Benefits Sub-Committee (Deliveries) recommendations (with DOE response) are available from CAPP and SEPAC. CAPP/IBC letter of January 27, 2005, currently being reviewed by DOE. February 10, 2005 meeting to finalize the Petroleum Marketing Regulation review process delayed. Current proposal for 6-month shadow billing period to commence with reporting and delivery for the June 2005 production period. DOE awaiting proposal from Industry on the Registry "Oil Estimator".

EUB Update Well Status Project Water Reporting Pipeline Shadow Billing

Well Status Project New On-Line Screens will replace the current Edit Well Status and Commingle event screens. New Screens will allow the Licensee to select the type of well status change: Only the new well status and any impacted well status will be edited. Reduce the problems with editing converted data that does not meet Registry rules.

Well Status Project con’t Current Commingle Event screen will be removed. All well statuses including commingled wells can be changed using the new Edit Well Status Screen. The Commingle Events button will hide/unhide the available events for commingle. The user will have the ability to select (check) the events that are to be commingled as part of a well status change.

Well Status Project con’t Gross Completion Interval (GCI) can be changed independent to a well status change. New edits will allow industry/EUB to update GCI that does not meet the business rules. The well is flagged Pending GCI. EUB will review wells flagged as Pending GCI. E-mail notification if EUB changes the GCI on a Pending GCI well.

Water Reporting Update May 23, 2003 EUB agreed to CAPP’s request not to impose noncompliance fees on metering differences for water. Expectation is that Water Balance Errors are corrected in a timely manner. This was subject to EUB review of reporting practices. Trend continues to indicate fewer errors are being corrected.

EUB will continue to monitor over the next six month.

Pipeline Shadow Billing October 2003 - Pipeline Operators were exempt from noncompliance fees due to concerns surrounding pipeline volumetric reporting issues. May 2004 - Changes to the Registry were implemented to address these issues. EUB commenced shadow billing in November 2004.

Pipeline Shadow Billing con’t Industry Registry Team and EUB are contacting individual pipeline operators advising them of outstanding errors and offering assistance. CSO’s should watch for a new tip and job aid ISC Balancing Tool for Meter Stations Billable invoices will be issued and sent to the Registry May 24th 2005.

IRT Status Update 2005 IRT Funding From 2001 to 2004 the Broad Industry Initiative fund provided funding for the IRT. 2005 funding was pursued by ‘voluntary billing’ of all operators in Alberta. Response rates have far exceeded budgeted levels, and funding is secure for this year. Thank you for your support!!! Please take advantage of the availability of the IRT this year to respond to your needs related to the Registry.

IRT Status Update (con’t) In-House Training Offer Over the past number of months IRT members have been conducting in-house training sessions for Registry clients. These sessions are tailored to your needs and interest areas, and can be in your facilities, or if you prefer we will arrange to use our facilities to make these presentations. The sessions can be directed to specific groups in your company (e.g. Op PA’s, Non-op PA’s, Engineering groups, IS, Audit etc.). Let any IRT member know if you are interested in scheduling a session.

IRT Status Update (con’t) Industry Benefits Committee (IBC) A subcommittee of the CAPP Accounting Committee, SEPAC is also represented. Mandate is to identify and promote ways to enhance and use the Registry to optimize benefits to Industry. Foster Industry collaboration to capture benefits for Industry Act as “user group” to provide input to IRT, broader Registry Team and Advisory Committee re. operational and future enhancement opportunities Promote communication between companies Provide input to the annual planning processes Provide Industry input to DOE and EUB (through the Accounting Committee) re. reporting and compliance with respect to the Registry If your company is not represented, please consider participating. 2. ISC Balancing Tool

ISC Balancing Tool Effective Dec 5, 2004 a new edit was put into the Registry preventing Meter Stations from being out of balance (for more details on this change see Registry Alert #087 – Clean-up of Gas Pipeline Non-Compliance Errors). When there are multiple facilities delivering to a meter station all Volumes, GJ’s and ISC’s must be input and balanced by the CSO of the Meter Station to the Volumes, GJ’s and ICC’s input by the Pipeline/Meter Station Operator. Some BA’s have had a challenge in balancing the ISC’s therefore the Registry has developed a tool to assist in this process.

ISC Balancing Tool (con’t) The ISC Balancing Tool for Meter Stations is an Excel spreadsheet that will split volumes, GJ’s and ISC’s to each facility at a meter station using the following information: Theoretical facility outlet volumes to the meter station. Analysis for each outlet meter. Meter Station volume and energy by component as input to the Registry by the Pipeline company.

ISC Balancing Tool (con’t) Once you input this information into the spreadsheet the following information is available: Volume, GJ’s and ISC’s for each facility delivering to the meter station A batch file for upload to the Registry This tool including instructions is available as a Job Aid in “Monthly Reporting – Volumetrics” on the Registry Training site. If you have not used your Training Profile for a while and do not remember your login ID or password you can contact the Registry Help Desk for assistance.

3. Facility Operational Status

Facility Operational Status When a new facility is set up and a well is linked to it the facility has an initial status of “New” until: a) Volumetrics have been submit for the facility or The facility status is changed from new to active When a facility has the status of “New” there can not be any volumetrics recorded such as a receipt at another battery, pipeline or terminal. If you require the facility to be active prior to your volumetric submission use the following process:

4. Queries and Reports

Volumetrics Following volumetrics from a well to final sales point can be a difficult process. To do this you require the ability to get access to the DISP details at each facility your gas flows through. There are two ways that a WIO or another BA can get access to the DISP details at a non operated facility: The operator has submitted an allocation for the DISP and named you as an owner or operator of a cascaded facility. The operator may name you on a distribution list for the DISP record. If you have this access the following slides are an example of how to follow your volumetrics:

Volumetrics (con’t) If you do not have the ability to see dispositions at each facility your gas is processed through the operator of that facility can give you access through the distribution list. The following slides show how an operator can add a BA to a distribution list.

Volumetrics (con’t) The facility operator needs to input the Facility ID, Production Month, Product and applicable from/to data for the DISP and the click GO.

Volumetrics (con’t) After clicking GO the screen opens, the BA Ids that have been named on an allocation are already listed. The facility operator needs to add lines to be able to input the BA Ids for those companies who should also require access (in this case 2).

Volumetrics (con’t) Successful submission means those named BAs will be able to see the DISP details. Note these user created records are replicated on a go forward basis for each production month until deleted by the operator.

Allocations As a non-operator it can be difficult to get all the right information so you can query your allocation in the Registry The WIO report has the information necessary to query an allocation and may help you track the volume from the battery (wellhead) to the final meter station (sales point). The following shows what data is needed from the WIO report to allow you to query an allocation.

Print a Query or Run a Report? When you query volumetrics, if you wish to have hard copies you must print each page separately for the well activity, facility activity, proration factors and summary. The summary could be up to 3 pages, one for each product.

Print a Query or Run a Report? (con’t) If you request a Volumetric Facility Activity Report the well activity, facility activity, summary for each product and proration factors are all included. This report is an overnight process but can be requested for one or more facilities at the same time. The Facility Activity Report can also be requested as a CSV file that can be manipulated in Excel if desired.

Report Requests: How big is too big? The size of some Industry report requests has historically caused failures (e.g. Volumetric Facility Activity Report, All BA’s, All Products, All Months). An IBC subcommittee worked with the IRT to define “reasonable” expectations for report requests. With performance tuning over the past year, these expectations are being significantly exceeded and very few reports fail. Volumetric Facility Activity Report (1%); Allocation OAF (0.25%) Further tuning is underway, and the Service Desk follows up with requestors to suggest alternatives to get the data However, if you encounter this problem regularly contact the Service desk for a detailed listing of suggested maximum report size requests.

5. Did You Know?

Did you know? Users can open multiple sessions on the Registry at the same time. Log onto the Registry as normal and then open another internet session and log on again. Uses: Can validate well statuses while doing volumetrics Can lookup facility information (status, operator) when querying volumetric or allocations Can query multiple facilities/months at the same time in order to compare data or validate the volumetrics/allocations

Did you know? (con’t) On-screen queries may display errors and/or warning messages. Red messages are errors: they should be corrected by the facility operator be aware of the timing of your query, volumetric data must be complete by the EUB deadline you may want to contact the facility operator to discuss the error if it exists after the EUB deadline Blue messages are warnings: that may or may not need to be corrected. For example an invalid owner on an allocation will result in a provisional assessment to the facility operator if not corrected.

Did you know? You can find out who made a submission by querying the data and clicking on the Contacts Button. Note that you must be in Query mode, not Edit.

Did you know? (con’t) When doing screen prints you may need to adjust your “page setup” so that items on the right hand side of the screen print properly. There are two different “Page Setup” changes than can be used: Change the orientation to landscape or Change all the margins to 0.25 Either one of these changes will ensure all data is printed
