Welcome! ETS – Air Data submission Training This module will offer an overview on how to submit Air data in ETS. Last update: February 20, 2019

3 1. ETS Air Data Background
Beginning January 1, 2019, as per Air Monitoring Directive, 2019 air reporting will be submitted via ETS (the Electronic Transfer System). Submissions to ETS include: 12 AMD reporting forms (Excel forms or XML files) Ambient air data, including continuous, passive, intermittent and dustfall (XML file), accompanied by (as applicable): PDF calibration report (for continuous ambient data) PDF certified laboratory analysis report (for non-continuous ambient data) PDF air reports: Monthly, quarterly and annual Industrial Air Monitoring reports CGA report RATA report SES report SES and RATA combined report Combined monthly, quarterly and annual reports (if air component)

4 2. Air Data Navigation Tree
The Air Data tree node has menu items for Regulatory and Work in Progress. Air Data files are submitted using the Regulatory tree node.

Industry Monitoring Report: is to be used when submitting: monthly, quarterly and annual industrial air monitoring reports and combined monthly, quarterly and annual reports (if include air component). AMD Form: is to be used when submitting12 AMD reporting forms (Excel forms or XML files) only one file type (excel or xml) should be submitted for each form

7 B. File Naming Conventions
The naming conventions for Air Monitoring Directive reporting forms AMD1 through AMD12 can be found in the instructions tab for each form, and in the XML schema for XML files. The naming convention for XML ambient air monitoring data can be found in the XML schema for ambient data submission. For all other files, refer to the naming conventions in the EPEA Approval Industrial Monitoring Documentation Submission Naming Guideline.

8 C. Data Submission a) Upload & Save STEP 1 – Select Company name
STEP 2 – Add Comments (Max 60 characters) these comments applies to all files uploaded under the specific request number. STEP 3 – Select File Type STEP 4 – Browse and select file STEP 5 – Upload the selected file STEP 6 – Click Save to save the Data file. Any unsaved changes will be lost.

NOTE: This is not the final step in the process

15 C. Data Submission c) Certify – This step acknowledges that a company representative has reviewed the reports and data for completeness and accuracy. Continue to certify that data are complete and accurate and to proceed to the next step of submission. Cancel to go back to Work in Progress page

16 C. Data Submission Pending Validation – the request is submitted but data validations are pending; requests cannot be modified at this state.

20 C. Data Submission Example of the sent to the submitter when request is completed: An is sent to the submitter’s address on the account when the request has been accepted by the department and status updated to completed.

21 C. Data Submission The process of file submissions are the same for each file type. STEP 1 – Select Company name STEP 2 – Add Comments (Max 60 characters) STEP 3 – Select File Type STEP 4 – Browse and select file STEP 5 – Upload the selected file STEP 6 – Repeat step 3 to 5 for all required files STEP 7 – Click Save to save the selected Data file STEP 8 – Click Submit to submit data STEP 9 – Certify the data by clicking “Continue” NOTE: Follow steps specified in the slides 8, 9, 10, 11, 12, 13, 14 and 15. See Slide 5 for available File types under Air Data Regulatory node. Use Slide 7 for file naming conventions.

22 C. Data Submission Please Note:
The Submission report is only available for 90 days following data submission, therefore you should download the report immediately If you are unable to download the report within that 90-day period, you can within one (1) year of the submission to request the report, otherwise the report will not be available.

23 D. Work In Progress Tree Node
The Air Data Tree Node has a Work in Progress node to search for requests whose statuses are: Work in Progress Pending Validation Processing Validation Failed Completed Client Cancelled

24 E. Work In Progress - Statuses
STATUSES DEFINITIONS: Work in Progress – new, un-submitted requests Client Cancelled – request is cancelled without having been submitted Pending Validation – the request is submitted but data validations are pending; requests cannot be modified in this state Processing – Data is being validated Validation Failed – The request has validation errors, correct the errors and resubmit. All files within the request number need to be resubmitted, not just the one with the error. Completed – The request has been accepted by the Department

25 F. Work In Progress - Searching
Work in Progress allows searching and retrieving requests based on criteria provided: Request Number, Status, Start and End dates If no criteria is provided, it will return all requests under the account.

26 3. Error types overview During the submission process there are three different stages that you can encounter error: File Formatting Errors Invalid file name Invalid file type Schema Validation Errors Data Validation Errors

Schema Validation Error Example: Errors will be generated when submitting an invalid file. A link to the Error report is available to see details of the errors in the file.

Schema Validation Error Report Example: Clicking on the link “Error Report” generated a PDF File. The Error Report contains details of the errors in the file.

31 C. Data Validation Error
Data Validation Error Example: Submitting a valid file with incorrect data, for example, incorrect Approval number or Station ID. File will be submitted successfully if File format is correct. During File processing, data is validated for its correctness and might result in “Validation failed”. Errors will be generated when submitting an invalid file. A link to the Error report is available to see details of the errors in the file.

32 C. Data Validation Error
Data Validation Error Report Example: Clicking on the link “Error Report” will generate a PDF File. The Error Report contains details of the errors in the file. The file will need to be corrected to address the errors in this report and resubmitted.

Example: Request will be rejected and status will be updated to “Validation Failed”. An will be sent to the submitter’s address on the account.

34 Data Re-submission If multiple files are submitted under one Request Number and one of those files fails: Delete the file with errors Correct errors in the file Re-upload the file Re-submit entire request Note: When correcting file errors, a new request number is not required in order to re-submit. The corrected file should be re-uploaded to the same request number.

35 Your report/data is not considered accepted by the department (Regulator) until status is completed.

37 4. Client Cancelled Requests
When a work in progress request is deleted by the client, the status is updated to “Client Cancelled”.

Changes are not allowed once it is deleted and confirmed by the client.

Status updated to “Client Cancelled”. NOTE: Client Cancelled – request is cancelled without having been submitted or re-submitted.

If you do not intend to continue working on a Request Number, please delete the request from ETS and do not leave it in Work in Progress status. To do so, you can select ‘Work In Progress’, then Search by request number if available, or by date range. *Note: If no criteria is provided here it will return all requests under the account Delete the request.

42 Web browser compatibility
ETS supports Internet Explorer 11.0 or higher and Firefox 50.0 or higher. ETS does not support Chrome or Microsoft Edge at this time. Pop-ups must be enabled in your web browser to access reports (i.e. submission or error reports).

43 Submission failure or ETS outage
It is recommended that industrial operations submit their data, forms and reports well before the due date to ensure adequate time for submission, should a submission failure occur. If there is a submission failure, time would be required to correct the errors identified in the error report and resubmit. Planned ETS maintenance or outages will be posted on the ETS site and communicated to ETS users. If an industrial operation is unable to meet reporting timelines due to an ETS outage, the industrial operation would not be penalized for late submission as long as you: Notify (for AEP-regulated facilities) or (for AER-regulated facilities) of your inability to submit air data, forms or reports due to ETS / the website being down; and complete your air submission within 24 hours of being notified that the website is operational.
