© LABORATORI GUGLIELMO MARCONI - Prato workshop – 5 March 2007 Context: Bologna – e-gov and the city CUP: a personal magnetic card for healthcare services in operation for more than 10 years DiMMi: a network of self- service kiosks for civil registry certificates and tax payments IPERBOLE: the first Italian civic network (1995) – now gone wireless inhabitants university students

© LABORATORI GUGLIELMO MARCONI - Prato workshop – 5 March 2007 Context: regional and national scenario National projects for telematics services and back office re-engineering Services to be delivered National Smart Cards How to access services on the net LEPIDA, the regional broadband network 2650 km of fiber optic backbone 1750 km already in place

© LABORATORI GUGLIELMO MARCONI - Prato workshop – 5 March 2007 Italian scenario: Electronic Identity Card Goals Improve identity card security Harmonise local and national services Ensure national interoperability Should have been mandatory from Features Microchip contact card -Authentication certificate -Digital signature certificate -Healthcare-related data Optical band Visible information

© LABORATORI GUGLIELMO MARCONI - Prato workshop – 5 March 2007 Italian scenario: Carta Nazionale Servizi Goals Launched as a "bridge solution to bypass the constraints of the CIE To avoid proliferation of local solutions To be used solely for identification on a network Features: Same medium as the CIE, but no optical band and no photograph Emitted by the Cities with CIE-like ID certificate on board Less stringent central control

© LABORATORI GUGLIELMO MARCONI - Prato workshop – 5 March 2007 Bologna Citizen Card: The vision

© LABORATORI GUGLIELMO MARCONI - Prato workshop – 5 March 2007 Bologna Citizen Card: Objectives Unique circuit for access to services Implement an integrated telematics system to distribute and give access to services in the city Simplified administration Simplify relations between providers (public administration, healthcare, utilities, etc.) and users (citizens, professionals and enterprises) One card for all citizens Offer to all citizens a unique means to have access to a variety of services related to life in the city

© LABORATORI GUGLIELMO MARCONI - Prato workshop – 5 March 2007 Digital signature pilot: The rationale : Laboratori G. Marconi co-ordinated a number of pilot experiences with digital signature in the PA and in the healthcare structures in Bologna Sinergy was created with EU-funded projects (SPES, eEPOCH) and regional projects (Laboratori in Rete) Goals Analyse technical and organisation problems Test different contexts/applications with few users Verify service functionality Assess system complexity vs. potential simplification in administration Estimate costs and benefits Evaluate full scale deployment

© LABORATORI GUGLIELMO MARCONI - Prato workshop – 5 March 2007 Digital signature pilot: Experimenting in healthcare Test sites Ausl Città di Bologna Azienda Ospedaliera S.Orsola-Malpighi Istituto Ortopedico Rizzoli Users Internal users (medical staff in a selected ward) External providers Objectives Digital signature to sign medical reports -Digital registration of reports -Verification of digitally signed reports Digital signature for online provision contracts (e- procurement)

© LABORATORI GUGLIELMO MARCONI - Prato workshop – 5 March 2007 Digital signature pilot: CNS - Bankpass Objectives Following an agreement signed by the City of Bologna and the Ministry of Innovation and Technology (Feb 2003), Bologna set up a pilot project to test the integration of -CNS (secure access to online services) -BANKPASS web (secure online payment) The pilot involved an application for professionals regarding civil works permits management

© LABORATORI GUGLIELMO MARCONI - Prato workshop – 5 March 2007 Digital signature pilot: Sportello Edilizia e Imprese

© LABORATORI GUGLIELMO MARCONI - Prato workshop – 5 March 2007 Digital signature pilot: DS for City Council Managers Situazione Managers in the City Council could request a smart card badge with a digital signature Used to sign official documents Matricola n

© LABORATORI GUGLIELMO MARCONI - Prato workshop – 5 March 2007 Digital signature pilot: LABS role Studies Feasibility study Cost-benefit analysis Definition of a model Analysis and update of internal processes Project management Pilot co-ordination User training and technical assistance Monitoring of tests Link with European projects Technical activity Personalisation and emission processes System integration Security policy implementation and harmonisation Upgrade of software applications Installation of hardware device and drivers

© LABORATORI GUGLIELMO MARCONI - Prato workshop – 5 March 2007 Lessons learnt: Hot issues Software problems integration with legacy systems upgrade of drivers and digital signature software signature procedures not always quick enough Impact on organisation is often underestimated sustainability of emission processes Legal aspects digital archiving and conservation renovation of certificates Uncertain national timing caused delays in most local initiatives Integration with the banking world severe constraints affecting management processes clearing problems

© LABORATORI GUGLIELMO MARCONI - Prato workshop – 5 March 2007 Lessons learnt: multi-service pros and cons Integrability vs. sustainability »complexity costs (integration, management, clearing) Different application needs: »User identification is priority for most players »Digital signature required only for specific qualified user categories »Secure payment for online applications »Pre-paid service for mobility applications a killer application guarantees a high penetration rate the more services the faster the diffusion Critical mass and success factors

© LABORATORI GUGLIELMO MARCONI - Prato workshop – 5 March 2007 Lessons learnt: user acceptance e-procurement was very successful is very time-saving in all phases of tendering and provisioning widely used in many online call for tenders digital signature for medical reports acceptance varies depending on the context (medical wards, applications) faster and secure reporting and consultation
