1 Estonian e-Governance best practices and cooperation with UN Ingmar Vali Centre of Registers and Information Systems Estonia Who am I, where I am from: Estonia and RIK Here to show you some efficient e-governance systems in live and some demo versions based on the Estonian example, since a Picture/live system speaks more than tens of slides. I will show in live a couple of systems. Each system demo will be preceded by a one or two slides to give the general context/framework. I believe the benefits will become clear automatically when seeing the system in live/demo versions yourselves

Customs E-services Backbone of e-Estonia X-road: Data exchange in a secure, decentralized, low-cost manner, i.e. register able to „communicate“ with each ohter. Today more than 600 information systems of the public and the private sector, together with more than 3000 services they provide, are described in the state information administration system. Simplifies the conduction of inquires, background checks for the citizen and for state institutions in a secure, decentralized, low-cost manner Add to the efficieny of RIK’s systems GOV single window

ID card is Police and Borderguard Board issued ID + travel document. (Max. validity 5 years) It is mandatory document for all Estoniansesidents starting of age 15. Contains: Visual personal information Personal data file Certificate for authentication Certificate for digital signature Mobile ID Core of e-governance in Estonia: e-ID: secure authentication and electronic signature (Unique identification code) X-Road (see next slide)

Citizen is in the centre of service; No pre-requirements (standalone service); Build service on the fly (20 minutes); No programming required; Easy to implement (1 month); Merge Gov Services, simplify- add stakeholders step by step; Link to data exchange services (1 month). Optional: Install free data exchange X-road (1 month).
